Conference Meeting — January 4, 2022 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:31 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 24, 2021, and published in the West Orange Chronicle on December 2, 2021. Roll Call — Councilwoman Casalino, Councilwoman Matute-Brown, Councilman Rutherford, Councilwoman Williams, Council President McCartney, Mayor Parisi The Oath of Office for Susan McCartney as Council President was administered by Mayor Robert Parisi. Michael Fonzino, Director of Health & Welfare and Nick Allegrino, OEM Coordinator explained the current CDC Safeguard updates. Council President McCartney presented a photo montage of the year in review of Community Events that took place in 2021. Police Chief James Abbott announced a grant award that the Township received from the Department of Justice for the Mental Health Pilot Program in the amount of $525,000. Congressman Donald Payne was invited to speak about current legislative updates. At this time, on motion made by Council President McCartney and seconded by Councilwoman Casalino, Item 6a-Correspondence from Mayor Parisi Appointing John O. Gross as Business Administrator, Subject to the Township Council Advice and Consent was moved over to the Conference Agenda for consideration and approval by the Council. Gross as Business Administrator and his Residency (Mayor Parisi) On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, the consent agenda was approved. All members voting “Aye.” Resolution(s) removed from the Consent Agenda Resolution 8-22 8-22 PUBLIC HEARING and Adoption of Downtown West Orange Alliance Special Improvement District 2022 Budget (Brill) On motion made by Council President McCartney and seconded by Councilwoman Matute-Brown, the above referenced resolution was approved. All members voting “Aye.” Ordinances on Second and Final Reading Ordinance 2670-21 On motion made by Councilwoman Casalino and seconded by Councilwoman Matute-Brown, An Ordinance Amending Chapter 2, Section 17.5, Chapter 4, Section 33.1 and Chapter 12, Section 12- 10 of the Revised General Ordinances of the Township of West Orange (Smoking Prohibited) of the Revised General Ordinances of the Township of West Orange was taken up on second and final reading. All members voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard. On motion made by Councilwoman Casalino and seconded by Councilwoman Matute-Brown, the above referenced ordinance was approved. All members voting “Aye.” Ordinance 2671-21 On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, An Ordinance Amending Chapter 2, Section 14.5 and Establishing Chapter 2, Section 14.9 of the Revised General Ordinances of the Township of West Orange (Appointment of Police Department, Officers and Personnel) was taken up on second and final reading. All members voting “Aye.”
The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard. On motion made by Councilwoman Williams and seconded by Councilwoman Matute-Brown, the above referenced ordinance was approved. All members voting “Aye.” Ordinance 2672-21 On motion made by Councilwoman Casalino and seconded by Councilwoman Matute-Brown, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-18.1, One-Way Streets Designated, Subsection 7-7.3, Temporary Parking Prohibited for Snow Plowing and Removal, Subsection 7-12, Parking Prohibited for Street Cleaning and Maintenance, Subsection 7-14.1c, Night Parking Restricted and Subsection 7-14.7, Alternate Side Parking of the Revised General Ordinances of the Township of West Orange was taken up on second and final reading. All members voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. On motion made by Councilwoman Casalino and seconded by Council President McCartney, the above referenced ordinance was approved. All members voting “Aye.” Ordinances on First Reading Ordinance 2674-21 On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, An Ordinance Amending Chapter 2, Section 48.2 of the Revised General Ordinances of the Township of West Orange (Municipal Insurance Fund Commission — Definitions) was approved on first reading, ordered advertised according to law, to come up for second and final reading on January 18, 2022. All members voting “Aye.” Ordinance 2675-21 On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-19, Through Streets, 7-20 Stop Intersections and 7-21 Multiway Stop Intersection of the Revised General Ordinances of the 4
Township of West Orange was approved on first reading, ordered advertised according to law, to come up for second and final reading on January 18, 2022. All members voting “Aye.” Pending Matters/New Matters/Council Discussion A discussion took place with regard to the following: e Reorganization of the Abe Lando Parking Lot At this time the Council presented their liaison reports. At 10:39 p.m., on motion made by Councilwoman Williams and seconded by Councilman Rutherford, the public meeting was adjourned.
