Conference Meeting — February 15, 2022 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:32 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 24, 2021, and published in the West Orange Chronicle on December 2, 2021. Roll Call — Councilwoman Casalino, Councilwoman Matute-Brown, Councilman Rutherford, Councilwoman Williams, Council President McCartney The Council presented their liaison reports. On motion made by Councilwoman Matute-Brown and seconded by Councilman Rutherford, the above referenced resolution was postponed and will be heard on March 1, 2022. Councilwoman Matute-Brown, Councilwoman Williams, Councilman Rutherford and Council President McCartney voting “Aye.” Councilwoman Casalino voting “Nay.” b. 27-22 Resolution of Support from the Township of West Orange Authorizing the Sustainable Jersey Grant Funded by PSEG (Grant Writer) On motion made by Councilwoman Williams and seconded by Council President McCartney, the above referenced resolution was approved as amended. All members voting “Aye.” ¢. 35-22 Resolution authorizing the Township to Exercise the Extension of the Agreement with CGPH for Affordable Housing Administrative Services for an Additional One-Year Period (Legal-Moon) On motion made by Councilwoman Casalino and seconded by Council President McCartney, the above referenced resolution was approved as amended. All members voting “Aye.” Ordinances on Second and Final Reading Ordinance 2673-21 On motion made by Councilwoman Matute-Brown and seconded by Councilwoman Casalino, An Ordinance Amending Chapter 5, Section 34.5 and Chapter 25, Section 24.2 of the Revised General Ordinances of the Township of West Orange (Licensed Cannabis Entities) was taken up on second and final reading. All members voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. Nordia Gibbs — Lincoln Avenue, Orange, NJ Paula Weinberg — Mt. Pleasant Avenue There was no one else that wished to be heard and the public hearing on this Ordinance was closed. Prior to adoption, on motion made by Councilwoman Casalino and seconded by Councilwoman Matute- Brown, the language in the ordinance was amended with regard to property lines. All members voting “Aye.” On motion made by Councilwoman Williams and seconded by Councilwoman Matute-Brown, the above referenced ordinance was approved, as amended.

All members voting “Aye.” Ordinance 2676-22 On motion made by Councilwoman Casalino and seconded by Councilwoman Matute-Brown, An Ordinance Amending and Supplementing Chapter 4, Section 1.1 and 1.7 and Establishing Section 1.8 of the Revised General Ordinances of the Township of West Orange (Illegal-Dumping) was taken up on second and final reading. All members voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard and the public hearing on this Ordinance was closed. On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, the above referenced ordinance was approved. All members voting “Aye.” Ordinance 2677-22 On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, An Ordinance Amending Chapter 25, Section 15.3.c. of the Revised General Ordinances of the Township of West Orange (Signage for Businesses with Drive-Up Windows) was taken up on second and final reading. All members voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard and the public hearing on this Ordinance was closed. On motion made by Councilwoman Williams and seconded by Councilwoman Matute-Brown, the above referenced ordinance was approved.
