Conference Meeting — May 10, 2022 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:39 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 24, 2021, and published in the West Orange Chronicle on December 2, 2021. Roll Call — Councilwoman Casalino, Councilwoman Matute-Brown, Councilman Rutherford, Councilwoman Williams, Council President McCartney A presentation of the AAPI Celebration was made by Fannie Chan Jarvis of United Asian Voices. Ms. Liz Milhim announced plans for the Upcoming Haitian Flag Raising. The Council gave their liaison announcements. *Review of Consent Agenda *Approval of Minutes of Previous Meeting- April 26, 2022 Public Meeting Minutes *Report of Township Officers — None *Reading of Petitions and Communications and Bids-Non3 *Bills *Resolution(s) adopted on Consent Agenda a. 128-22 Resolution Authorizing the Collector of Taxes to Refund Overpayment of Taxes on an Exempt Property (Tax Collector) b. 129-22 Resolution Authorizing the Collector of Taxes to Cancel Sewer Charges for the Listed Taxpayer (Tax Collector) ¢. 130-22 Resolution Authorizing Execution of Concession Agreement between RBG Hospitality and the Township of West Orange - Kemper Sports (Legal-Trenk) On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, the consent agenda was approved. All members voting “Aye.” *Resolution(s) Removed from the Consent Agenda Resolution 131-22 At this time, Councilwoman Matute-Brown recused herself and left the meeting during discussion. d. 131-22 Resolution Authorizing Execution of License Agreement between Remarkable Foods Hospitality LLC and the Township of West Orange for the Use Of and Access to the Parking Lot Located at 10 Rooney Circle, West Orange, NJ (Legal-Trenk) On motion made by Councilwoman Williams and seconded by Council President McCartney, the above referenced resolution was approved. All members present voting “Aye.” Ordinance(s) on Second and Final Reading Ordinance 2684-22 On motion made by Councilwoman Casalino and seconded by Council President McCartney, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-19, Through Streets and 7-20, Stop Intersections of the Revised General Ordinances of the Township of West Orange was taken up on second and final reading. All members voting “Aye.”

The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard and the public hearing on this Ordinance was closed. On motion made by Councilman Rutherford and seconded by Councilwoman Williams, the above referenced ordinance was adopted. All members voting “Aye.” Pending Matters-New Matters-Council Discussion Enforcement for Parking Issues Parking Permits Available through the Township Lighting in the Downtown Corridor Budget Workshop Dates The Council decided to hold the 2022 Budget Workshop in person on Tuesday, May 31, 2022 at 6 p.m., in Council Chambers. On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, it was decided to return to in person meetings starting with the May 24, 2022 Council meeting. All members voting “Aye.” ABC Hearing-None At 9:44 p.m., on motion made by Council President McCartney and seconded by Councilwoman Williams, the meeting was adjourned.
