Conference Meeting — September 6, 2022 The Conference meeting began at 6:35 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 24, 2021, and published in the West Orange Chronicle on December 2, 2021. Roll Call — Councilwoman Casalino, Councilwoman Matute-Brown, Councilman Rutherford, Councilwoman Williams, Council President McCartney The Council gave their liaison announcements. Joe Fagan reported on past and upcoming events in West Orange. Resolution Remanding 91 Ashland Ave., LLC Appeal of Rent Leveling Board Decision by Tenants to the Rent Leveling Board (Kayser) A motion was made by Councilwoman Williams and seconded by Councilwoman Matute-Brown, the above referenced resolution was approved. Councilwoman Matute-Brown, Councilman Rutherford, Councilwoman Williams and Council President McCartney voting “Aye.” Councilwoman Casalino recused herself. Resolution 232-22 Resolution Designation Hackman Capital Partners, LLC as Conditional-Redeveloper for Film Services Overlay District (FSOD) of the Downtown Redevelopment Plan and Authorizing the Negotiation of a Redevelopment Agreement (Legal-Beckelman) A motion was made by Councilwoman Williams and seconded by Councilwoman Matute-Brown, the above referenced resolution was approved. All members present voting “Aye.” Resolution 233-22 Resolution Authorizing Change Order #2 for the 10 Rooney Library Project (Lepore) A motion was made by Councilwoman Williams and seconded by Councilwoman Matute-Brown, the above referenced resolution was approved. Councilwoman Casalino, Councilwoman Matute-Brown, Councilwoman Williams and Council President McCartney voting “Aye.” Councilman Rutherford voting “Nay.” At approximately 9:35 p.m., on motion was made by Councilwoman Williams and seconded by Councilwoman Matute-Brown, the Council entered into Executive Session. All members present voting “Aye.” At approximately 10:31 p.m., on motion was made by Councilwoman Williams and seconded by Councilwoman Matute-Brown, the Council ended their Executive Session and returned to the Public meeting. All members present voting “Aye.” Ordinance(s) on Second and Final Reading Ordinance 2693-22 On motion made by Councilwoman Williams and seconded by Council President McCartney, An Ordinance Amending And Supplementing Chapter 7, Traffic, Subsection 7-32.1 Handicapped Parking On Streets And Subsection 7-32.2, Restricted Parking Zones, Of The Revised General Ordinances of the Township Of West Orange - 149 Watchung Ave., 124 High St., 111 Chestnut St., 138 Chestnut St., 106 Elm St., was taken up on second and final reading. 4

All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard and the public hearing on this Ordinance was closed. On motion made by Councilwoman Casalino and seconded by Council President McCartney, the above referenced ordinance was adopted. All members present voting “Aye.” Ordinance 2694-22 On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting a Salary Guide and Establishing the Employee’s Status as a Township Employee and Under the Guidelines of the New Jersey Department of Personnel was taken up on second and final reading.
