Conference Meeting — November 22, 2022 The Conference meeting began at 6:39 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 24, 2021, and published in the West Orange Chronicle on December 2, 2021. Roll Call — Councilwoman Casalino, Councilwoman Matute-Brown, Councilman Rutherford, Councilwoman Williams, Council President McCartney A Mayor’s Proclamation was presented on behalf of National Injury Prevention Month by Council President McCartney. On motion made by Councilman Rutherford and seconded by Councilwoman Williams, the 2023 Council Meeting dates were finalized. All members voting “Aye.” The Council gave their Liaison announcements. Resolution 308-22 Resolution Authorizing an Agreement with Liberty Mutual Insurance Company for Stop Loss Coverage for Year 2023 (Gross) On motion made by Councilwoman Matute-Brown and seconded by Council President McCartney, the above referenced resolution was approved. Councilwoman Casalino, Councilwoman Matute-Brown, Council President McCartney voting “Aye.” Councilman Rutherford voting “Nay.” Ordinance(s) on Second and Final Reading Ord. 2698-22 On motion made by Councilwoman Casalino and seconded by Councilman Rutherford, Bond Ordinance Funding An Emergency Appropriation Providing For The Local Unit’s Allocable Share Of The Unfunded Portion Of Phase I Of The Flood Mitigation Facilities Project Of The Joint Meeting Of Essex And Union Counties, By And In The Township Of West Orange, In The County Of Essex, State Of New Jersey (The “Local Unit”); Appropriating $2,725,000 Therefor And Authorizing The Issuance Of $2,725,000 Bonds Or Notes To Finance The Cost Thereof, was taken up on second and final reading. All members present voting “Aye.” Ord. 2699-22 On motion made by Councilwoman Matute-Brown and seconded by Councilwoman Casalino, An Ordinance Authorizing the Execution of a License Agreement with Pleasant Valley Productions, Inc. for Use and Operation of the Oskar Schindler Performing Arts Center, was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard and the public hearing on this Ordinance was closed. On motion made by Councilwoman Matute-Brown and seconded by Councilwoman Casalino, the above referenced ordinance was adopted. All members present voting “Aye.”
Ordinance(s) on First Reading Ord. 2700-22 On motion made by Councilwoman Matute-Brown and seconded by Council President McCartney, Bond Ordinance Providing for the Installation of a Sanitary Sewerage System and Associated Laterals Located on Mellon Avenue between Cleveland Terrace and Kitchener Avenue, Appropriating $285,000 Therefor and Authorizing the Issuance of $271,400 Bonds or Notes of the Township to Finance Part of the Cost Thereof and Directing a Portion of Special Assessment of the Cost Thereof, was approved on first reading, ordered advertised according to law, to come up for second and final reading on December 6, 2022. All members present voting “Aye.” Ord. 2701-22 On motion made by Council President McCartney and seconded by Councilwoman Casalino, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.1 Handicapped Parking on Streets and Subsection 7-32.2, Restricted Parking Zones, of the Revised General Ordinances of the Township of West Orange, was approved on first reading, ordered advertised according to law, to come up for second and final reading on November 22, 2022. All members present voting “Aye.” Pending Matters-New Matters-Council Discussion Virtual meetings were discussed. ABC Hearing On motion made by Councilman Rutherford and seconded by Councilwoman Matute-Brown, the Public meeting was adjourned at 9:06 p.m., and the Council entered into an ABC Hearing. All members present voting “Aye.” 705-22 On motion made by Councilwoman Matute-Brown and seconded by Council President McCartney, Resolution Authorizing a Person-To-Person Transfer of Plenary Consumption License 0722-33-012-003 from Eagle Rock Lounge Corp. to BK Lobster WO, LLC was approved. All members present voting “Aye.” At9:11 p.m., on motion made by Councilwoman Matute-Brown and seconded by Councilwoman Casalino, the ABC Hearing was adjourned and the Council entered into an Executive Session.
