Conference Meeting — January 10, 2023 The Conference meeting began at 6:36 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 23, 2022 and published in the West Orange Chronicle on December 1, 2022. Roll Call — Councilwoman Casalino, Councilwoman Ghebremicael, Councilman Rutherford, Councilwoman Scarpa, Council President Williams On motion made by Council President Williams and seconded by Councilwoman Casalino, resolution 18-23 was moved from the Public meeting agenda to the Conference meeting agenda to be voted on. All members present voting “Aye.” On motion made by Council President Williams and seconded by Councilwoman Casalino, resolution 18-23 was approved. All members present voting “Aye.” Mayor McCartney swore in Department Directors John O. Gross, Business Administrator & Chief Financial Officer, James P. Abbott, Director of Staff Operations & Chief of the Police Department, Anthony A. Vecchio, Chief of the Fire Department, William Kehoe, Director of the Department of Recreation, Michael A. Fonzino, Director of the Department of Health, Geniece Gary-Adams Director of Planning and Development, Richard D. Trenk, Director of the Department of Law, Peter F. Smeraldo, Jr.,Assistant Business Administrator. The Council gave their Liaison announcements. 22-23 Resolution Approving the West Orange Trust Fund Spending Plan (Legal-Trenk) 24-23 Resolution of the Township Council of the Township of West Orange, In the County of Essex, State of New Jersey, Authorizing Application for a Historic Preservation Fund Certified Local Government Grant-In-Aid FFY 2023, and Acceptance of Same in the Event Awarded (B. Feeney-HPC) On motion made by Council President Williams and seconded by Councilwoman Casalino, the consent agenda was approved. All members present voting “Aye.” *Resolution(s) removed from Consent Agenda Resolution 18-23 23-23 Resolution Rescinding Kemistry Letter of Support (Legal-Trenk) On motion made by Council President Williams and seconded by Councilwoman Ghebremicael, the above referenced resolution was amended to give an opportunity to cure the application. Councilwoman Ghebremicael, Councilman Rutherford and Council President Williams voting “Aye.” Councilwoman Casalino and Councilwoman Scarpa voting “Nay.” At this time, Talia Young of Kemistry, LLC responded to questions of the Council. On motion made by Council President Williams and seconded by Councilwoman Ghebremicael, the above referenced resolution was approved. Councilwoman Ghebremicael, Councilman Rutherford and Council President Williams voting “Aye.” Councilwoman Casalino and Councilwoman Scarpa voting “Nay.” Ordinances on First Reading Ord. 2706-23 On motion made by Councilwoman Casalino and seconded by Councilwoman Ghebremicael, An Ordinance Amending Chapter 5, Section 34.3 And Section 34.6, And Chapter 25, Section 11.7, Section 24.2 And Part A: Permitted Uses Table of District Regulations of The Revised General Ordinances of The Township of West Orange (Licensed Cannabis Entities), was tabled. All members present voting “Aye.” Ord. 2707-23 A motion made to introduce Ordinance 2707-23 An Ordinance Amending Chapter 3, Sections 8 And 15 Of the Revised General Ordinances of The Township of West Orange on first reading, was made by Councilwoman Casalino and seconded by Councilwoman Ghebremicael and then withdrawn. At this time, Municipal Clerk Carnevale asked for a motion to introduce on first reading Ordinance 2702-23 to which there was no reply. Ord. 2708-23

On motion made by Councilwoman Ghebremicael and seconded by Council President Williams, An Ordinance Creating Chapter 2, Section 62 of the Revised General Ordinances of The Township of West Orange, Entitled “Older Adults Advisory Board”, was approved on first reading, ordered advertised according to law, to come up for second and final reading on January 24, 2023. All members present voting “Aye.” Pending Matters-New Matters-Council Discussion - None ABC Hearing-None At 9:46 p.m., on motion made by Councilwoman Ghebremicael and seconded by Councilman Rutherford, the meeting was adjourned.
