Conference Meeting — March 12, 2024 The Conference meeting began at 6:46 p.m., the Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. Per Week (Legal-Trenk)- b. 84-24 Resolution Authorizing a Contract with Direct Flooring, 12 Minneakoning Rd., Flemington, NJ a NJ State Contract Vendor for the Replacement of Carpeting, Specifically for the Police and Justice Building with a Resilient 24/7 Product, in the Amount of $275,798.07 (P. All members present voting “Aye.” Resolution(s) Removed from the Consent Agenda Resolution 87-24 Resolution Authorizing an Award of Contract with Reggio Construction Inc., 416 E. Central Boulevard, Palisades Park, New Jersey, 07650 for the 2021 Street Improvements, Phase II Project in an Amount NTE without Authorization of $2,080,282.97 (Carballo) On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, the above referenced resolution was approved. Resolution Authorizing a Contract with Reggio Construction, Inc., 416 E. Central Boulevard, Palisades Park, NJ 07650 for the 2022 Street Improvements Project in an Amount NTE without Authorization $2,375,523.00 (Carballo) On motion made by Councilwoman Williams and seconded by Councilwoman Ghebremicael, the above referenced resolution was approved. All members present voting “Aye.” Resolution 93-24 Resolution Authorizing a Professional Services Contract to CME Associates, 1460 Route 9 South, Howell, NJ 07731 to Provide Professional Engineering Services for Professional Architectural and Land Surveying Services for Landscape Improvements and Rain Garden at 10 Rooney Circle for an Amount NTE $15,000.00. (Carballo) On motion made by Councilwoman Casalino and seconded by Councilwoman Ghebremicael, the above referenced resolution was approved. All members present voting “Aye.” Resolution 98-24 Resolution Authorizing a Contract for Operation of the West Orange Recycling Center (Legal-Moon) On motion made by Councilwoman Williams and seconded by Councilwoman Ghebremicael, the above referenced resolution was tabled. All members present voting “Aye.” The Municipal Clerk was instructed to list the above referenced resolution on the 3.26.24 agenda. Ordinance(s) on Second and Final Reading Ord. 2840-24 On motion made by Councilwoman Casalino and seconded by Councilwoman Ghebremicael, An Ordinance Supplementing Chapter 12 Of The Revised General Ordinances Of The Township Of West Orange And Establishing Chapter 10, Section 16 For Regulation Of Township Dog Parks (Dog Park Rules And Regulations), was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard and the public hearing on this Ordinance was closed. On motion made by Councilwoman Williams and seconded by Councilwoman Ghebremicael, the above referenced ordinance was adopted. All members present voting “Aye.”
Ord. 2843-24 On motion made by Councilwoman Casalino and seconded by Councilwoman Ghebremicael, An Ordinance Amending Chapter 10, Section 2.5 of the Revised General Ordinances of the Township of West Orange to Add a Fee for a Potentially Dangerous Dog License (Licensing Of Dogs-Fees), was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard and the public hearing on this Ordinance was closed. On motion made by Councilwoman Williams and seconded by Councilwoman Ghebremicael, the above referenced ordinance was adopted. All members present voting “Aye.” Ordinance(s) on First Reading Ord. 2844-24 On motion made by Councilwoman Ghebremicael and seconded by Councilwoman Williams, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-23.1, Turn Prohibitions of the Revised General Ordinances of the Township of West Orange — Pleasant Valley Way & Greenwood Ave., was approved on first reading, ordered advertised according to law, to come up for second and final reading on March 26, 2024. All members present voting “Aye.” Pending Matters/New Matters/Council Discussion e Training — Free Speech/Hate Speech e Cannabis Workshop scheduled for Thursday, March 21, 2024 at 5 p.m. via Zoom e Tree Ordinance A motion was made by Council President Rutherford and seconded by Councilwoman Scarpa to introduce the tree ordinance at the March 26, 2024 Township Council meeting.
