Conference Meeting — March 26, 2024 The Conference meeting began at 6:39 p.m., the Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. Resolution Authorizing Service Agreement for Goose Control Technology — 2024 (Legal-Moon) A motion to table was offered by Councilwoman Scarpa. There was no second. The motion failed. On motion made by Councilwoman Williams and seconded by Councilwoman Ghebremicael, the above referenced resolution was approved. All members present voting “Aye.” Resolution 104-24 Resolution Authorizing an Agreement with Nishuane Group, LLC, 105 Grove Street, Suite 4, Montclair, NJ 07042 for an Economic Development Consultant for the Provision of Consulting and Support Services to the Township (P. Reynolds) A motion to table was offered by Councilwoman Scarpa. There was no second. The motion failed. On motion made by Councilwoman Williams and seconded by Councilwoman Ghebremicael, the above referenced resolution was approved. Councilwoman Casalino, Councilwoman Ghebremicael, Councilwoman Williams and Council President Rutherford voting “Aye.” Councilwoman Scarpa voting “Nay.” Resolution 107-24 Resolution Setting Forth Fees for Dog Park Passes in the Township of West Orange (Legal-Trenk) A motion was offered by Councilwoman Ghebremicael to amend the resolution so that no fee would be charged to residents. Councilwoman Ghebremicael withdrew the motion when there was no second offered. On motion made by Councilwoman Williams and seconded by Councilwoman Scarpa, the above referenced resolution was approved. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard and the public hearing on this Ordinance was closed. On motion made by Councilwoman Scarpa and seconded by Councilwoman Williams, the above referenced ordinance was TABLED. All members present voting “Aye.” Ordinance(s) on First Reading Ord. 2845-24 On motion made by Councilwoman Williams and seconded by Councilwoman Ghebremicael, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-13 Parking Prohibited at all Times on Certain Streets and Subsection 7-32.2, Restricted Parking Zones of the Revised General Ordinances of the Township of West Orange-(15 High St., 14 Washington St., 16 Llewellyn Ave., 77 Kirk St.), was approved on first reading, ordered advertised according to law, to come up for second and final reading on April 9, 2024. All members present voting “Aye.” Ord. 2846-24 On motion made by Council President Rutherford and seconded by Councilwoman Scarpa, An Ordinance Repealing and Replacing Chapter 25, Sections 27 of the Revised General Ordinances of the Township of West Orange and Establishing Chapter ___ for Environmental Protection (Tree Protection, Removal And Replacement), was approved on first reading, ordered advertised according to law, to come up for second and final reading at a date to be determined. Councilwoman Ghebremicael, Councilwoman Scarpa and Council President Rutherford voting “Aye.” Councilwoman Casalino and Councilwoman Williams voting “Nay.” Ord. 2847-24 On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, An Ordinance Supplementing Chapter 14 and Establishing a Section for Lead-Based Paint Hazard Inspection Requirements for Rental Dwellings to the Revised General Ordinances of the Township of West Orange (Lead-Based Paint Hazard Inspection Requirements for Rental Dwellings), was approved on first reading, ordered advertised according to law, to come up for second and final reading on April 9, 2024. A motion was made by Councilwoman Williams and seconded by Councilwoman Casalino to amend Section III — Chapter 5, Section 34.4 “Local License Standards and Limitations” of the Cannabis ordinance to read “(i) four Local Licenses for Cannabis Retailers; and (ii) three total Local License for Cannabis Cultivators or Manufacturers.” All members present voting “Aye.” A motion was made by Councilwoman Williams and seconded by Councilwoman Ghebremicael, to introduce the amended Cannabis ordinance at the April 9, 2024 Township Council meeting. All members present voting “Aye.” ABC Hearing-None At 10:30 p.m., on motion made by Councilwoman Williams and seconded by Councilwoman Ghebremicael, the Council adjourned the Public meeting and entered into an executive session for the purpose of discussing Litigation specifically Police/Fire Litigation Involving Covid. All members present voting “Aye.” Councilwoman Ghebremicael left the meeting at this time because she didn’t feel well. At 10:59 p.m., on motion made by Council President Rutherford and seconded by Councilwoman Williams, the Executive Session was adjourned.
