Conference Meeting — April 9, 2024 The Conference meeting began at 6:34 p.m., the Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 21, 2023, and published in the West Orange Chronicle on November 30, 2023. All members present voting “Aye.” Resolution 124-24 Resolution of the West Orange Township Council Requesting that the Law Firms of Genova Burns and Jardim Meisner Salmon Sprague & Susser Provide a Specific Detailed Budget as to the Cost to be Incurred in Concluding Litigation-In re: Township of West Orange Docket No. ESX-L-004687-23 (Legal-Trenk) On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, the above referenced resolution failed to be approved. Resolution 129-24 Resolution Authorizing Professional Services Agreement with GPI for Expert Engineering Consultation Pursuant to the Terms and Conditions Set Forth in the Agreement (Legal-Gengaro) On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, a second Executive Session was added to the agenda for the purpose of discussing Contract negotiations, specifically, the above referenced resolution. All members present voting “Aye.” Ordinance(s) on Second and Final Reading Ord. 2845-24 On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-13 Parking Prohibited at all Times on Certain Streets and Subsection 7-32.2, Restricted Parking Zones of the Revised General Ordinances of the Township of West Orange-(15 High St., 14 Washington St., 16 Llewellyn Ave., 77 Kirk St.), was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard and the public hearing on this Ordinance was closed. On motion made by Councilwoman Williams and seconded by Council President Rutherford, the above referenced ordinance was adopted. All members present voting “Aye.” Ord. 2846-24 Was removed because it needs to be heard by the Planning Board before approval by the Township Council. Ord. 2847-24 On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, An Ordinance Supplementing Chapter 14 and Establishing a Section for Lead-Based Paint Hazard Inspection Requirements for Rental Dwellings to the Revised General Ordinances of the Township of West Orange (Lead-Based Paint Hazard Inspection Requirements for Rental Dwellings), was taken up on second and final reading. All members present voting “Aye.”

Councilwoman Casalino, Councilwoman Williams and Council President Rutherford voting “Aye.” Councilwoman Scarpa voting “Nay.” Ord. 2849-24 On motion made by Council President Rutherford and seconded by Councilwoman Williams, An Ordinance Amending Chapter 16, Section 3 of the Revised General Ordinances of the Township of West Orange (Swimming Pools—Plot Plan Required; Review Fee) was approved on first reading, ordered advertised according to law, to come up for second and final reading on April 24, 2024. All members present voting “Aye.” Ord. 2850-24 On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, An Ordinance Amending Chapter 16, Section 4 Of The Revised General Ordinances Of The Township Of West Orange (Swimming Pools—License Fees) was approved on first reading, ordered advertised according to law, to come up for second and final reading on April 24, 2024. ABC Hearing-None At 8:54 p.m., on motion made by Councilwoman Williams and seconded by Councilwoman Casalino, the Council adjourned the Public meeting and entered into an Executive Session for the purpose of discussing Contract Negotiations specifically the Resident Redevelopment RFP, and a second Executive Session for the purpose of discussing Contract Negotiations specifically Resolution 129-24 Authorizing Professional Services Agreement with GPI for Expert Engineering Consultation Pursuant to the Terms and Conditions Set Forth in the Agreement. All members present voting “Aye.” At 10:06, on motion made by Council President Rutherford and seconded by Councilwoman Williams, the executive session(s) were adjourned and the Public meeting was re-opened for the purpose of voting on resolution 129-24.
