Education Property of the Revised General Ordinances of the Township of West Orange is hereby supplemented and amended as follows (italic type denotes deletion, bold type denotes addition): Pursuant to N.J.S.A 39:4-197, Municipal Plaza Parking Lot #6 is designated in part as a Handicapped Parking Area. Such spaces are for use by persons who have been issued special identification cards, plates or placards by the New Jersey Motor Vehicle Commission or a temporary card issued by the Chief of Police. Parking Lot Parking Space(s) Time limit 6 First two stalls on the east side of the Lindsay Avenue entrance. 1 hour 6 First two stalls on the west side of the Lindsay Avenue entrance, facing south. None Section 3. If any provision of this Ordinance or application thereof, under any circumstances, is held invalid, the invalidity shall not affect any other provisions or applications of this Ordinance that can be given effect without the invalid provision(s) or application(s) and to this end the provisions of this Ordinance are severable. All other Ordinances or parts of Ordinances inconsistent with this Ordinance are hereby repealed. Section 4. This Ordinance shall take effect upon final passage and publication in accordance with law and upon the approval of the New Jersey Department of Transportation if required. Ord. 2910-25 On motion made by Councilwoman Ghebremicael and seconded by Councilwoman Scarpa, Bond Ordinance Providing For Various 2025 Capital Acquisitions And Improvements, By And In The Township Of West Orange, In The County Of Essex, State Of New Jersey, Appropriating $12,835,000 Therefor And Authorizing The Issuance Of $9,387,109 Bonds Or Notes Of The Township To Finance Part Of The Cost Thereof, was TABLED on first reading. All members present voting “Aye.” Ord. 2911-25 On motion made by Councilwoman Ghebremicael and seconded by Councilwoman Scarpa, Capital Ordinance Appropriating $1,000,000 to Pay for Various Improvements and Upgrades to the Oskar Schindler Performing Arts Center in the Township of West Orange, in the County of Essex, State of New Jersey, was TABLED on first reading. All members present voting “Aye.” Pending Matters/New Matters/Council Discussion a. Pure Natural Vibes request for a 30-day extension. 12
A motion was made by Councilwoman Ghebremicael and seconded by Councilwoman Scarpa to add the following resolution to the agenda: 107-25 Resolution to Grant a 30-day Extension to Darnell and Nordia Gibbs, of Pure Natural Vibes, to Submit a Renewal Application for a Cannabis License Pursuant to Section 5-34.6(d) of the West Orange Municipal Code. All members present voting “Aye.” b. Discussion with Regard to Overriding the Mayor’s Veto of Ordinance 2900-25 A motion was made by Councilwoman Ghebremicael and seconded by Councilwoman Casalino to vote on whether or not to override the Mayor’s veto of Ordinance 2900-25 Ordinance Amending Chapter 28 of the Revised General Ordinances of the Township of West Orange (Transition to Battery or Electric Leaf Blowers). Councilwoman Casalino, Councilwoman Ghebremicael, Councilwoman Scarpa and Council President Krakoviak voting “Aye.” Councilwoman Rudin voting “Nay.” A motion was made by Councilwoman Ghebremicael and seconded by Council President Krakoviak to override the Mayor’s veto of Ordinance 2900-25 (Transition to Battery or Electric Leaf Blowers). Councilwoman Ghebremicael, Councilwoman Rudin and Council President Krakoviak voting “Aye.” Councilwoman Casalino and Councilwoman Scarpa voting “Nay.” The motion FAILED. At 11:45 p.m., on motion made by Councilwoman Ghebremicael and seconded by Councilwoman Scarpa, the meeting was adjourned.
