All members present voting “Aye.” Ord. 2934-25 On motion made by Councilwoman Casalino and seconded by Council President Krakoviak, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32,2 Restricted Parking Zones of the Revised General Ordinances of the Township of West Orange, was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to tread the ordinance by title only. The Council President asked if there was anyone who wished to be heard, There was no one that wished to be heard and the public heating on this Ordinance was closed. On motion made by Council President Krakoviak and seconded by Councilwoman Casalino, the above referenced ordinance was adopted. All members present voting “Aye.” Ordinance(s) on First Reading Ord. 2936-25 On motion made by Councilwoman Casalino and seconded by Councilwoman Scarpa, An Ordinance Amending Chapter 15, Section 15-7 to Update the Township’s Rent Control Ordinance, was approved on first reading, ordered advertised according to law, to come up for second and final reading on September 8, 2025. On motion made by Council President Krakoviak and seconded by Councilwoman Casalino, An Ordinance for Calendar Year 2025 to Exceed the Municipal Budget Appropriation Limits and to Establish a Cap Bank (N.J.S.A. 40A: 4-45.14), FAILED on first reading. Council President Krakoviak voting “Aye”. Councilwoman Casalino, Councilwoman Rudin, and Councilwoman Scarpa voting “Nay”. Pending Matters/New Matters/Council Discussion Proposed amendment to the Tree Ordinance (Tree of Heaven) A motion was made by Councilwoman Rudin and seconded by Councilwoman Scarpa to amend the Tree Ordinance by adding Tree of Heaven as a listed nuisance. Councilwoman Rudin, Councilwoman Scarpa, and Council President Krakoviak voting “Aye”. Councilwoman Casalino abstained, At 11:44 p.m., on motion made by Councilwoman Casalino and seconded by Councilwoman Scarpa, the Council adjourned the Public meeting and entered into the ABC Hearing, All members present voting “Aye.” ABC Hearing Resolution 780-25 Resolution Authorizing a One Year Extension of Plenary Retail Distribution Pocket License No. 0722- 44-061-005, Shaku & Kaamil, Inc., for the 2025-2026 License Term. On motion made by Council President Krakoviak and seconded by Councilwoman Casalino, the above referenced resolution was approved. All members present voting “Aye.” Resolution 781-25 Resolution Authorizing a One Year Extension of Plenary Retail Distribution Pocket License No. 0722- 33-037-007, ARA Kitchen Group, LLC for the 2025-2026 License Term. On motion made by Council President Krakoviak and seconded by Councilwoman Casalino, the above referenced resolution was approved. All members present voting “Aye.” Resolution 782-25 Resolution Authorizing a One Year Extension of Plenary Retail Distribution Pocket License No, 0722- 33-063-005, Raghav Varma for the 2025-2026 License Term. ‘On motion made-by- Council President Krakoviak and-seconded-by Councilwoman -Casalino; the above referenced resolution was approved.
