Special Public Meeting- August 20, 2025 The Special Public meeting began at 12:06 p.m., the Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The notice for this meeting was emailed to the Star Ledger and the West Orange Chronicle on August 18, 2025. Roll Call — Councilwoman Casalino, Councilwoman Rudin, Councilwoman Scarpa, Council President Krakoviak Pledge of Allegiance Public Comment No one wished to be heard. Pending Matters/New Matters/Council Discussion 192-25 Resolution Memorializing the Expiration of the 60-day Period of the Mayor’s Apparent Appointment of the Interim Business Administrator and Withholding Council Authorization of Any Extension of Such Time Period at this Time (Council) On motion was made by Councilwoman Casalino and seconded by Councilwoman Rudin, the Council voted to add the above referenced resolution to a future agenda for consideration. All members present voting “Aye.” Councilwoman Casalino made a motion to have a Special Meeting to consider the above referenced resolution. Councilwoman Rudin seconded the motion. All members present voting “Aye.” Following the vote, the Council discussed Special Meeting dates. On motion by Councilwoman Rudin and seconded by Councilwoman Scarpa, a meeting date of Friday, August 22, 2025 at 3:30 p.m. was agreed upon. All members present voting “Aye.” On motion made by Councilwoman Casalino and seconded by Councilwoman Rudin, and with guidance from Jack Burke, Esq., a “Resolution to Resolve the Litigation between the Mayor and the Township Council and Implement any Necessary Agreements to do so”, was added to the Special Meeting agenda on Friday, August 22, 2025. Council President Krakoviak voiced some concerns about having enough time to add the resolution to the agenda on Friday, August 22, 2025. Councilwoman Scarpa asked to move forward on Friday, but to run it by their legal counsel first. Councilwoman Casalino suggested moving the meeting to Monday, August 25, 2025. Madame Clerk asked that the meeting be held Monday, August 25, 2025, because petitions are due from petitioners seeking to run for the vacated Council seat in November, 2025 and need to be carefully reviewed. Councilwoman Rudin asked that the Council move

Councilwoman Rudin asked that the Council move forward on Friday, August 22, 2025. Ultimately, the Council agreed to have the meeting on Friday, August 22, 2025. All members present voting “Aye.”

On motion made by Councilwoman Casalino and seconded by Councilwoman Scarpa, the topic of Budget Workshop dates was added to the August 22, 2025 Special Meeting agenda. All members present voting “Aye.” At 12:36 p.m., on motion made by Councilwoman Casalino and seconded by Councilwoman Scarpa, the meeting was adjourned.
