Conference Meeting — September 30, 2025 The conference Meeting began at 6:47 p.m., the Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Hl Open Public Meetings Act, Chapter 231, Public Law 1975. The notice for this meeting was emailed to the Star Ledger and the West Orange Chronicle on January 7, 2025 and published in the West Orange Chronicle on January 16, 2025. Roll Call — Councilwoman Casalino, Councilwoman Rudin, Councilwoman Scarpa. Absent: Council President Krakoviak On motion made by Councilwoman Rudin and seconded by Councilwoman Scarpa, Councilwoman Casalino was appointed as Council President Pro Tempore in the absence of Council President Krakoviak. At approximately 8:01 p.m., on motion made by Council President Pro Tempore Casalino and seconded by Councilwoman Scarpa, the Public Hearing on the 2025 Municipal Budget was opened. All members present voting “Aye.” Roll Call — Councilwoman Rudin, Councilwoman Scarpa and Council President Pro Tempore Casalino Absent: Council President Krakoviak The Clerk read the following statement: This is the time fixed for the public hearing on the Municipal Budget and Tax Resolution for 2025. The Budget was introduced on First Reading by the Township Council on July 22, 2025, and was advertised, as required, on July 24, 2025. Public Comment — 2025 Municipal Budget Sheila Lefkowitz — Pleasant Valley Way Micaela Bennett — Old Indian Road There was no one else who wished to be heard, and the public comment portion of the agenda was closed. At approximately 8:09 p.m., on motion made by Council President Pro Tempore Casalino and seconded Councilwoman Scarpa, the public hearing on the 2025 Municipal Budget was closed. At approximately 9:15 p.m., on motion made by Council President Pro Tempore Casalino and seconded by Councilwoman Scarpa, the Public meeting was recessed and the Council entered into an executive session. All members present voting “Aye.” At approximately 10:16 p.m., on motion made by Council President Pro Tempore Casalino and seconded by Councilwoman Rudin, the Executive Session was adjourned and the Council reconvened their Public Meeting. After a brief discussion, Councilwoman Rudin made a motion to rescind her original motion, seconded by Council President Pro Tempore Casalino, who rescinded her second. All members present voting “Aye.” On motion made by Council President Pro Tempore Casalino and seconded by Councilwoman Scarpa, An Ordinance Amending Chapter 18 of the Revised General Ordinances of the Township of West Orange to Add a Section Regarding Fire Pits, was TABLED.
