A motion was made by Councilwoman Casalino and seconded by Councilwoman Scarpa, the Consent Agenda was approved. All members present voting “Aye.” Resolution(s) Removed from Consent Agenda Resolution 223-25 Resolution Authorizing the Release of the Performance Bond Posted by Green Essex Partners Urban Renewal Entity, LLC, the Developer of Stone Hill, 1000 — 3000 Executive Drive, West Orange, NJ 07052, Block 155, Lot 42,03 to Guarantee the Installation of Certain Off-site Improvements in the Amount of $132,399.90, be Released Subject to Posting a Two-Year Maintenance Bond with the Township in the Amount of $48,513.00. (Carballo) A motion was made by Councilwoman Rudin and seconded by Councilwoman Scarpa, to table the above referenced resolution. All members present voting “Aye.” After further discussion, Councilwoman Rudin rescinded her original motion to table, and Councilwoman Scarpa rescinded her second to the motion, On motion made by Councilwoman Rudin and Councilwoman Scarpa, the above referenced resolution ‘was approved. All members present voting “Aye.” Resolution 224-25 Resolution Authorizing the Release of the Performance Bond Posted by Arco/Murray National Holdings, Inc., the developer of Trojan Storage, 955 Pleasant Valley Way, West Orange, NJ 07052, Block 172.02, Lot 8.01 to Guarantee the Installation of Certain Off-Site Improvements in the Amount of $10,150.08, be Released Subject to Posting a Three-Year Maintenance Bond with the Township in the Amount of $8,301.00. All members present voting “Nay.” After further discussion, Councilwoman Casalino rescinded her original motion to approve, and Councilwoman Scarpa rescinded her second to the motion. A motion was made by Councilwoman Casalino and seconded by Council President Krakoviak to amend the date in the first paragraph of the resolution from October 16, 2025 to October 28, 2025. All members present voting “Aye.” A motion was made by Councilwoman Casalino and seconded by Councilwoman Scarpa to approve the above referenced resolution as amended. All members present voting “Aye.” Public Hearing Budget Amendment No. 1 At approximately 10:16 p.m., the Council President opened the Public Hearing on Budget Amendment No. 1 Roll Call — Councilwoman Casalino, Councilwoman Rudin, Councilwoman Scarpa and Council President Krakoviak The Clerk read the following statement: This is the time for the public hearing on the Municipal Budget Amendment No. 1 for 2025.The amendment was advertised in the Star Ledger as required by law on October 12, 2025, together with the Notice of Hearing for this date and time. A copy of the Budget Amendment resolution was posted to our website and printed copies are available this evening for anyone desiring a copy. Public Comment Clare Silvestri — Grandview Avenue — Commended Mr. Ditinyak for all of his hard work, patience and professionalism. Thinks everyone should take responsibility for the lengths and depths of the budget process, Also commended the Administration, Council and CBAC for a really good job. There was no one else who wished to be heard, and the public comment portion of the agenda was closed. On motion made by Councilwoman. Scarpa and seconded by Council President Krakoviak, the Hearing on Budget Amendment No. 1 was closed. All members present voting “Aye.” Ordinances of Second and Final Reading Ord, 2939-25 On motion made by Council President Krakoviak and seconded by Councilwoman Scarpa, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.1, Handicapped Parking on Streets, of the Revised General Ordinances of the Township of West Orange (Rollinson- Wellington — 19 McKinley), was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. 4
There was no one that wished to be heard and the public hearing on this Ordinance was closed. On motion made by Council President Krakoviak and seconded by Councilwoman Casalino, the above referenced ordinance was adopted. Councilwoman Casalino, Councilwoman Scarpa and Council President Krakoviak voting “Aye.” Councilwoman Rudin voting “Nay.” Ordinances of First Reading Ord. 2941-25 On motion made by Councilwoman Casalino, and seconded by Council President Krakoviak, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.2 Restricted Parking Zones of the Revised General Ordinances of the Township of West Orange (6 McKinley, 6 Kling St., 38 Mitchell Street. and 136 Rollinson), was approved on first reading, ordered advertised according to law, to come up for second and final reading on October 28, 2025. Councilwoman Casalino, Councilwoman Scarpa and Council President Krakoviak voting “Aye.” Councilwoman Rudin voting “Nay.” Ord. 2942-25 - PULLED Ord. 2943-25 On motion made by Councilwoman Casalino, and seconded by Council President Krakoviak, Au Ordinance Amending and Supplementing Chapter 7, Traftic, Subsection 7-29.1, Speed Limits in General, 7-30 Mid-block Crosswalks, and 7-10.2 Stopping or Standing Prohibited During Certain Hours on Certain Streets on Certain Days of the Revised General Ordinances of the Township of West Orange, was approved on first reading, ordered advertised according to law, to come up for second and final reading on October 28, 2025. AJl members present voting “Aye.” Pending Matters/New Matters/Council Discussion Dogwood Green Dispensary — Request for a 30-Day Extension of Cannabis License At approximately 10:38 p.m., Ms. Whitney Oldham, Owner — Dogwood Green Dispensary appeared before the Council to answer questions. On motion made by Councilwoman Casalino and seconded by Council President Krakoviak, the above referenced request was granted.
