On motion made by Council President and seconded by Councilwoman Williams, public comment portion of the agenda was closed.
All members present voting “Aye.” At approximately 8:43 p.m., on motion made by Council President Scarpa and seconded by Councilwoman Williams Council President Scarpa, the Council recessed the Public meeting and entered into an Executive Session. At approximately, 10:29,, on motion made by Councilwoman Rudin and seconded by Council President Scarpa, the Council adjourned their Executive Session and the Public meeting continued. All members present voting “Aye.” Consent Agenda Approval of Minutes of Previous Meeting - Budget Meeting May 5, 2026 and May 11, 2026 On motion made by Councilman Krakoviak and seconded by Council President Scarpa, the minutes were tabled for revisions needed. Ordinance(s) on First Reading Ord. 2973-26 On motion made by Councilwoman Williams and seconded by Councilman Krakoviak, An Ordinance Amending and Supplementing Chapter 5, General Licensing, Article VII Cannabis Licenses, Subsection § 5-34,8(a) Operating Requirements and Prohibitions (Permitted Operating Hours for Licensed Cannabis Entities) of the Revised General Ordinances of the Township of West Orange, was approved on first reading, ordered advertised according to law, to come up for second and final reading after Planning Board review. All members present voting “Aye.” Ord. 2974-26 On motion made by Councilwoman Williams and seconded by Council President Scarpa, An Ordinance Amending and Supplementing Chapter 7, “Traffic,” Section 32.2, “Restricted Parking Zones,” of the Municipal Code of the Township of West Orange, was approved on first reading, ordered advertised according to law, to come up for second and final reading on June 9, 2026. Ord, 2975-26 On motion made by Councilwoman Casalino and seconded by Council President Scarpa, An Ordinance Amending Chapter 2, “Administration,”, Section 40.2 “Judge of the Municipal Court; Powers And,” Of the Revised General Ordinances of the Township of West Orange to Consolidate the Judge of the Municipal Court Positions, was TABLED on first reading. All members present voting “Aye.” Ord. 2976-26 On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsections 7-20 Stop Intersections of the Revised General Ordinances of the Township of West Orange, was approved on first reading, ordered advertised according to law, to come up for second and final reading on June 9, 2026. All members present voting “Aye.” Ord. 2977-26 On motion made by Councilwoman Casalino and seconded by Councilwoman Rudin, An Ordinance Adopting Redevelopment Plan for 80 Main Street, was TABLED on first reading and will be reintroduced on June 9, 2026. All members present voting “Aye.”
Pending Matters/New Matters/Council Discussion The Council had a discussion about the policy in place, and procedure to be followed when the Council wishes to have meeting material reviewed and placed on an agenda. ABC Hearing On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, the Public meeting was recessed and the Council entered into an ABC Hearing. All members present voting “Aye.” 786-26 Hearing on Renewal for Plenary Retail Consumption, Distribution and Club Licenses for the 2026-2027 License Term (Clerk) On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, the above referenced resolution was approved. All members present voting “Aye.” At approximately, 11:15 p.m., on motion made by Councilwoman Williams and seconded by Councilwoman Casalino, the Council adjourned their ABC Hearing and the Public meeting.
