Conference Meeting — June 24, 2026 The conference Meeting began at 6:35 p.m., with the West Orange Fire Department Honor Guard leading us in the Pledge of Allegiance. Mayor McCartney administered the Oath of Office to Nicholas Gillo, Chief of Fire. The following promotions followed: Fite Captain John Casiero to the rank of Deputy Fire Chief Antonio Cilenti — Probationary Firefighter Callens Desrameaux — Probationary Firefighter Steven McMickle — Probationary Firefighter Tristan Olaechea - Probationary Firefighter Justin Voss — Probationary Firefighter Public Meeting— June 24, 2026 The Public meeting began at 7:08 p.m., the Municipal Clerk read the following statement; This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The notice for this meeting was emailed to the Star Ledger and the West Orange Chronicle on October 30, 2025 and published in the West Orange Chronicle on November 6, 2025. Reading of Petitions and Communications and Bids Re-Bid: Vincent’s Pond Walkway Improvements Bill List Administration asked that P.O. 187440 KGC Enterprises, Inc., in the amount of $25,705. be pulled from the Bill list. A motion was made by Councilwoman Rudin to pull Purchase Order 191074 Blau & Blau, in the amount of $6,000.00. There was no second, therefore the motion died. A motion was made by Councilwoman Rudin and seconded by Council President Scarpa, to pull Purchase Order 191077 Bourne Noll & Kenyon, in the amount of $3,250.00 from the bill list. Councilwoman Rudin voting “Aye.” Councilman Krakoviak, Councilwoman Williams and Council President Scarpa voting “Nay.” The motion was defeated. Purchase Order 191963 Peter D’Archie in the amount of $340.00 was discussed. No motion was made by Council. A motion was made by Councilwoman Rudin and seconded by Councilwoman Williams, to pull Purchase Order 190789, AT&T in the amount of $5,006.72 from the bill list. Councilwoman Rudin voting “Aye.” Councilman Krakoviak, Councilwoman Williams and Council President Scarpa voting “Nay.” The motion was defeated. Resolution(s) Approved on Consent Agenda a. 165-26 Resolution Authorizing the Tax Collector to Prepare and Issue Estimated Tax Bills for Third Quarter 2026 Taxes (Longo) b. 167-26 Resolution Authorizing an Award for Professional Design Services to Herbst-Musciano, LLC for the Replacement of Existing Rooftop HVAC Units, Including Mechanical and Electrical System Improvements, Structural Review, Replacement of Gas Heat/Electric AC Packaged Rooftop Units, New Thermostats and Duct, Pipe and Wiring Modifications, Among Other Improvements at 10 Rooney Circle, in the Amount of $20, 920.00. There was no second. The motion died. Councilwoman Rudin made a motion to amend the contract to a one (1) year contract. There was no second. The motion died. On motion made by Councilwoman Williams and seconded by Council President Scarpa, the above referenced resolution was approved. Councilman Krakoviak, Councilwoman Williams and Council President Scarpa voting “Aye.” Councilwoman Rudin voting “Nay.” On motion made by Councilwoman Williams and seconded by Council President Scarpa, the Consent Agenda was approved. All members present voting “Aye.” Ordinances of Second and Final Reading Ord. 2968-26 On motion made by Council President Scarpa and seconded by Councilwoman Rudin, An Ordinance Amending Chapter 25, Article I, Section 9.13, of the Revised General Ordinances of the Township of West Orange Banning “Pop-up” Parties, was taken up on second and final reading. Councilman Krakoviak, Councilwoman Rudin and Council President Scarpa voting “Aye.” Councilwoman Williams voting “Nay.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only.

President Scarpa, Am Ordinance Amending and Supplementing Chapter 5, General Licensing, Article VIL Cannabis Licenses, Subsection § 5-34.8(a) Operating Requirements and Prohibitions (Permitted Operating Hours for Licensed Cannabis Entities) of the Revised General Ordinances of the Township of West Orange, was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard and the public hearing on this Ordinance. On motion made by Councilwoman Williams and seconded by Council President Scarpa, thé public hearing was closed. All members present voting “Aye.” On motion made by Councilwoman Williams and seconded by Council President Scarpa, the above referenced ordinance was approved, All members present voting “Aye.” Ordinance(s) on First Reading Ord, 2978-26 On motion made by Council President Scarpa and seconded by Councilwoman Williams, An Ordinance Amending and Supplementing Chapter 7, “Traffic,” Section 32.2, “Restricted Parking Zones,” of the Municipal Code of the Township of West Orange, was approved on first reading, ordered advertised according to law, to come up for second and final reading on July 7, 2026. A motion was made by Councilwoman Rudin to have the Township Attorney review a Puppy Mill Ban for the Township. There was no second, therefore the motion died. e Statement by Councilman Krakoviak re: Roberts Rule of Order At approximately 10:14 p.m., on motion made by Councilwoman Williams and seconded by Council President Scarpa, the public meeting was recessed and the Council entered into an Executive Session. All members present voting “Aye.” At approximately 11:47 p.m., on motion made by Council President Scarpa and seconded by Councilwoman Williams, the executive session was adjourned and the Council entered into an ABC Hearing. All members present voting “Aye.” ABC Hearing 793-26 Hearing on Renewal for Plenary Retail Consumption, Distribution and Club Licenses for the 2026-2027 License Term (Clerk) Resolution Subject to Change as Additional Licensees Pay their Fees Prior to the Meeting (Clerk) Resolution is subject to change as more licensees renew. On motion made by Council President Scarpa and seconded by Councilwoman Rudin, the above referenced resolution was approved. All members present voting “Aye.” 794-26 Hearing on Renewal for 2026-2027 License Term — Jo Jo’s Restaurant Services, LLC t/a The Valley Barbeque Lounge — 34 South Valley Road - 0722-33-009-014 (Special Conditions) On motion made by Councilman Krakoviak and seconded by Councilwoman Williams, the above referenced resolution was approved. All members present voting “Aye.” 795-26 Hearing on Renewal for 2026-2027 License Term — Las Palmeras, Inc. t/a La Dolce Vita Bar Restaurante — 364 Valley Road - 0722-33-045-005 (Special Conditions) Dan Antonelli, Esq.-ABC Prosecutor, appeared on behalf of West Orange Township, and Robert Williams, Esq. appeared on behalf of La Dolce Vita Bar & Restaurante. Mr. Antonelli explained two changes to the resolution that were discussed in Executive Session. (1) A rollback in the bars hours: Special Condition #7, doors to customers will be closed at 11:30 p.m., service of alcohol will stop at 12 midnight and the establishment will close at 12:30 a.m. (2) The establishment will provide remote access to their video surveillance equipment to the WOPD.
