Conference Meeting — August 4, 2026 West Orange Police Department Promotional Ceremony The start of the Conference Meeting was held outside on the front steps of Town Hall to accommodate the family of friends of the Police Officers being promoted. Mayor McCartney administered the Oath of Office as follows: Police Sergeant Sebastian de Leon promoted to Police Lieutenant Police Officer Lawrence Dominguez promoted to Police Sergeant Police Officer Karen Mango promoted to Police Sergeant Police Officer Noah Herskovitz promoted to Police Sergeant Assemblywoman Rosy Bagolie, 27" District, presented a Certificate from the NJ Legislature to Police Sergeant Karen Mango in honor of her promotion, explaining that she is the first female Sergeant and first Latino woman supervisor in the department. At 7:17 p.m., the meeting continued in the Council chambers with a Commendation read by Council President Scarpa on behalf of the Township Council for Jarrett Seltzer — Bagels by Jarrett. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard and the public hearing on this Ordinance. On motion made by Council President Scarpa and seconded by Councilwoman Casalino, the public hearing was closed.
