01-10 January 5, 2010 Resolution WHEREAS, in Resolution #2561-76, the Township Council of the Township of West Orange declared a need in the Township for the rehabilitation of structures owned by persons of low and moderate income groups, for rent supplement for families with low and moderate income, and a need to guarantee the provision of decent, safe, and sanitary housing within the Township; and WHEREAS, since the adoption of Resolution #2561-76, establishing the West Orange Public Housing Agency, the Township has provided for, participated in and managed a HUD Section 8 Program within its borders; and WHEREAS, that HUD Section 8 Program is currently administered by the Housing Assistance Coordinator within the Township s Department of Planning and Development, but is often referred to by the Federal and State government agencies involved in the funding and administration of public housing programs as the West Orange Public Housing Agency, or the Public Housing Agency of the Township of West Orange; and WHEREAS, administration of the Section 8 Tenant-Based Assistance Program and the functions and responsibilities of the administering staff must be in compliance with both local agency policy and the U.S. Department of Housing and Urban Development s Section 8 Regulations, as well as all Federal, State and local Fair Housing Laws and regulations; and WHEREAS, in order to be in compliance with the aforementioned policies, laws and regulations, the Township of West Orange must have a PHA Plan, including a 5-Year Plan and an Annual Plan, which together provide a comprehensive guide to the West Orange Public Housing Agency policies, programs, operations and strategies for meeting local housing needs and goals; and WHEREAS, the Township s last 5-Year Plan was submitted to HUD in 2005, Annual Plan , referred to as the Streamlined Annual PHA Plan for Fiscal Year 2010, must now be formally adopted in order for the Township to be in compliance with HUD requirements for the Township s Section 8 Tenant -Based Assistance Program; NOW, THEREFORE, BE IT, AND IT IS HEREBY, RESOLVED BY THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF WEST ORANGE that the Violence Against Woman Act Policy, prepared by the Housing Assistance Coordinator, be attached to the 2010-2014 5-year and 2010 Annual Plan previously submitted and hereby is, adopted and shall be adhered to in implementing
