04-10 January 5. 2010 RESOLUTION WHEREAS, the Township of West Orange retained Shirley M. Bishop, P.P., LLC (“Bishop”) as a housing and planning consultant in order to assist the Township with its Obligations under the rules and regulations of the Council on Affordable Housing (“COAH”); and WHEREAS, the Township is now in the process of receiving substantive certification of its Housing Element and Fair Share Plan; and WHEREAS, Bishop has provided a proposal and budget indication that the engagement for providing the above services shall be at a rate of $150.00 per hour for 2010, for a total amount not to exceed $20,000; and WHEREAS, the Director of Planning and Development and Township Attorney recommend the continued engagement of Bishop; and WHEREAS, the engagement of Bishop is a professional services contract which is exempt from public bidding requirements pursuant to N.J.S.A. 40A:1105(i)(a)(ii); and NOW, BE IT HEREBY RESOLVED, by the Township council of the Township of West Orange that the Township be and is hereby authorized to approve Bishop’s engagement for the purposes of assisting the Township in receiving substantive certification of its Housing Element and Fair Share plan at a rate or $150.00 per hour for 2010, for a total amount not to exceed $20,000; and it is further RESOLVED, that the Mayor be and is hereby authorized to execute the proposed agreement with Bishop and the Municipal Clerk shall attest to the Mayor’s signature; and it is further RESOLVED, that the Municipal Clerk shall cause a copy of the contract to be available for inspection during normal business hours and publicized in accordance with applicable law.
