106-10 April 27, 2010 RESOLUTION WHEREAS, the Township Council of the Township of West Orange has expressed an interest in retaining an experienced accounting firm to assist with the review of the 2010/2011 defeated school board budget; and WHEREAS, in a proposal dated April 22, 2010, Samuel Klein and Company indicated that it could provide the following services to the Township Council: (i) review all material required to be submitted by the School District for Defeated School Budgets pursuant to N.J.A.C. 6:24-7.2 to the governing body; (ii) review the School District’s Comprehensive Annual Financial Report and Auditor’s Management Report for the fiscal year ended June 30, 2009; (iii) review the March 31, 2010 Revenue and Budgetary Expenditure Report for the school year ending June 30, 2010 ; (iv) prepare a schedule of items to assist the Township Council with determining the areas of suggested reduction of budgeting line items of expenses and/or increase in anticipated revenue; and (v) attend any meetings necessary; and WHEREAS, per the terms of the proposal provided by Samuel Klein and Company, the cost of providing the above mentioned services will be an amount not to exceed $9,000; and WHEREAS, total price of the contract falls below the threshold set by the New Jersey Pay-to-Play Statute and the Local Public Contracts Law; and WHEREAS, the Chief Financial Officer of the Township has certified as to the availability of funds for retention of Samuel Klein and Company; NOW, BE IT HEREBY RESOLVED BY THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF WEST ORANGE that the Township be and is hereby authorized to retain Samuel Klein and Company to provide the above referenced services to the Township Council at a cost not to exceed $9,000 to be billed at an hourly rate not to exceed $150.00; and it is further RESOLVED, that notice of this professional services contract shall be advertised and available in accordance with applicable law. ________________________________ Karen J.
