122-10 May 25, 2010 RESOLUTION AUTHORIZING THE AWARD OF A PROFESSIONAL SERVICE CONTRACT WHEREAS, the Township of West Orange Police Department has obtained grant money from the Edward Byrne Memorial Justice Assistant Grant (JAG) to aid in the purchase of four (4) Automatic License Plate Readers; and WHEREAS, the Township of West Orange Police has done research on the types of systems available for this purpose and has determined that the system from the Plate Scan Company is the most compatible system to interface with the Police Departments current computer application and is considered proprietary; and WHEREAS, any proprietary computer goods or services under the Local Public Contracts law 40A:11-5 which exceeds the bid threshold can be awarded by the governing body without advertising for bids; and WHEREAS, under the provisions of N.J.S.A. I9:44A-20.4 et seq. the award to Plan Scan, 2010 SW Birch Street, Suite 250, Newport Beach, CA 92660 shall be awarded in the amount of $53, 017.32 as a non-fair and open contract.. The Purchasing Agent will obtain and retain all necessary forms required by the State of New Jersey WHEREAS, Plate Scan has completed and submitted a Business Entity Disclosure Certification which certifies the Plate Scan has not made any reportable contributions to a political or candidate committee in the Township of West Orange in the previous one year, and that the contract will prohibit Plate Scan from making any reportable contributions through the term of the contract; and NOW THEREFORE BE IT RESOLVED by the Township Council of the Township of West Orange that the award to purchase four (4) Automatic License Plate Readers go to Plate Scan in the amount of $53,017.32. BE IT FURTHER RESOLVED that the Business Administrator is hereby authorized to arrange to pay for the foregoing in accordance with the terms of a contract on behalf of the Township of West Orange with funds certified available by the Chief Financial Officer. BE IT FURTHER RESOLVED that a copy of this resolution be published in the West Orange Chronicle as required by law within ten (10) days of its passage.
