66-10 March 9, 2010 RESOLUTION WHEREAS, the Township of West Orange (the “Township”) desires to retain a contractor qualified to conduct a revaluation of all real property located within the Township of West Orange; and WHEREAS, the Township issued a Request for Proposal in accordance with the Competitive Contracting Process (N.J.S.A. 40A:11-4.4 et seq.) for the Township of West Orange Revaluation (“RFP”); and WHEREAS, on December 1, 2009, the Township received three (3) responses to its RFP from Realty Appraisal Company, Appraisal Systems, Inc., and Certified Valuations, Inc.; and WHEREAS, the three (3) proposals were reviewed and evaluated by the Evaluation Committee consisting of the Tax Collector, Comptroller, Purchasing Agent, Tax Assessor, and Business Administrator (the “Evaluation Committee”); and WHEREAS, after evaluating the proposals under the technical criteria, management criteria, and cost and bid compliance criteria as set forth in Section 40 of the RFP entitled Methodology to Evaluate and Rank Proposals, the Evaluation Committee prepared an evaluation report and recommended that Appraisal Systems, Inc. be awarded the revaluation contract for the Township at an amount not to exceed $1,143,400; and WHEREAS, pursuant to N.J.S.A. 40A:11-4.5(d) a report was prepared by the Evaluation Committee and filed with the Municipal Clerk on March 4, 2010, at least 48 hours prior to award and made available for public inspection; and WHEREAS, the Chief Financial Officer has prepared and filed a certification of funds indicating that funds are available for this contract; NOW, BE IT HEREBY RESOLVED, this 9th day of March by the Township of West Orange that the contract for the revaluation of all real property located within the Township of West Orange be and hereby is awarded to Appraisal Systems Inc. for an amount not to exceed $1,143,400; and it is further RESOLVED, that the Mayor be and hereby is authorized to execute the contract between the Township of West Orange and Appraisal Systems, Inc. for the revaluation of all real property within the Township of West Orange on the terms set forth herein; and it is further RESOLVED that this contract is awarded as a competitive contract in accordance with the Local Public Contracts Law; and it is further RESOLVED that the original contract between the Township of West Orange and Appraisal Systems, Inc. shall be

a competitive contract in accordance with the Local Public Contracts Law; and it is further RESOLVED that the original contract between the Township of West Orange and Appraisal Systems, Inc. shall be maintained in the Municipal Clerk’s Office.
