230-10 September 14, 2010 RESOLUTION WHEREAS , the opportunities for citizen leadership have never been greater; and WHEREAS , national studies have shown that voluntary community and public service have been in a steady decline; and WHEREAS , Congress established September 17th as “Citizenship Day;” and WHEREAS , polling data indicates that a significant portion of New Jersey citizens would like to be active in their communities; and WHEREAS, appointments to municipal boards and commissions and local emergency response agencies offer the easiest opportunities for regular citizens with limited time to be able to contribute their leadership; and WHEREAS , the Township of West Orange is determined to be an example to other municipal communities across New Jersey in recruiting and educating its citizens about leadership and service opportunities; and NOW, THEREFORE, BE IT RESOLVED BY THE TOWNSHIP OF WEST ORANGE, COUNTY OF ESSEX, STATE OF NEW JERSEY, hereby establishes and declares that September 17th shall be the Township of West Orange Citizen Service Day and that the following minimum steps be taken to facilitate recruitment and education regarding public service opportunities; and BE IT FURTHER RESOLVED, the citizens of the Township of West Orange with personal invitation to new residents, shall be invited to a forum on community service opportunities which shall include, but not be limited to, appointed government board and commission posts and membership in emergency response agencies. The Mayor and one or more members of the Council shall welcome residents to service at this forum; and BE IT FURTHER RESOLVED, one or more members of the Township of West Orange government boards and commissions and emergency response agencies whose service has been exemplary shall be honored at the aforementioned Forum; and BE IT FURTHER RESOLVED, the Forum shall also include an educational portion on the function and importance of municipal boards and commissions and volunteer emergency response agencies, as well as the process by which citizens may apply to serve.
