287.1-10 November 4, 2010 R E S O L U T I O N WHEREAS, the Township of West Orange is about to enter into a construction contract for the Mayfair District Sanitary Sewer Improvements Contract No. 3a; and WHEREAS, this project is being financed by a loan from the New Jersey Environmental Infrastructure Trust (NJEIT); and WHEREAS, the Township requires the services of a professional engineering firm to provide construction phase services for this project; and WHEREAS, the Township Engineer requested a proposal from the firm of Paulus, Sokolowski & Sartor, LLC (PS&S) of 67 B Mountain Boulevard Extension, Warren, New Jersey to provide these services; and WHEREAS, PS&S responded to the Township’s open request for professional services in February 2010; and WHEREAS, PS&S has the expertise and experience to provide the necessary construction phase services; and WHEREAS, had administered various projects that were funded by loans through the NJEIT; and WHEREAS, PS&S submitted a proposal dated October 27, 2010 to provide construction phase services for a fee not to exceed $87,500; and WHEREAS, the Township Engineer reviewed the proposal and recommends a professional services contract awarded to PS&S in accordance with their proposal of October 27, 2010; and WHEREAS, the Township Council concurs in the foregoing. NOW, THEREFORE BE IT RESOLVED by the Township Council of the Township of West Orange that a professional services contract be awarded to Paulus, Sokolowski & Sartor, LLC of 67 B Mountain Boulevard Extension, Wayne, New Jersey 07059 to provide construction phase services for the project known as the Mayfair District Sanitary Sewer Improvements, Contract 3a in accordance with their proposal dated October 27, 2010 for a fee not to exceed $87,500. BE IT FURTHER RESOLVED that whereas under the Local Public Contracts Law services to be provided herein are of a professional nature and will not reasonably permit the drawing of specifications or receipt of competitive bids. BE IT FURTHER RESOLVED that a copy of this resolution be published in the West Orange Chronicle as required by law within ten (10) days of its passage. SAL M. ANDERTON, COUNCIL PRESIDENT KAREN J.
