337-10 December 14, 2010 R E S O L U T I O N WHEREAS, the Township of West Orange requires bid phase and construction management administration and inspection services for the project known as Downtown West Orange Streetscape and Traffic Improvement Program; and WHEREAS, the services of a Professional Engineering firm will be needed to provide these bid phase and construction management services; and WHEREAS, the firm of Birdsall Engineering, Inc., 611 Industrial Way West, Eatontown, New Jersey 07724 submitted a proposal dated March 31, 2010 for engineering services associated with the bid phase and construction phase services for Downtown West Orange Streetscape and Traffic Improvement Program in the amount of $212,250.00; and WHEREAS, the firm of Birdsall Engineering responded to the Township’s open request for professional engineering services for the period September 1, 2010, to February 28, 2011; and WHEREAS, the firm of Birdsall Engineering, Inc. provided design services for this project; and WHEREAS, there are funds available for these services; and WHEREAS, the Township Council for the Township of West Orange concurs with the foregoing. NOW, THEREFORE BE IT RESOLVED by the Township Council of the Township of West Orange that a professional services contract be awarded to Birdsall Engineering, Inc. of 611 Industrial Way West, Eatontown, New Jersey to provide bid phase and construction management, administration and inspection services for Downtown West Orange Streetscape and Traffic Improvement Program in accordance with its proposal dated March 31, 2010 in the amount not to exceed $212,250.00 BE IT FURTHER RESOLVED that whereas under the Local Public Contracts Law services to be provided herein are of a professional nature and will not reasonably permit the drawing of specifications or receipt of competitive bids. BE IT FURTHER RESOLVED that a copy of this resolution be published in the West Orange
