G. Proposal and Reasons for Relief A. Proposal The Applicant, Essex County Country Club (the “Applicant”) is the owner of the property located 350 Mt. Pleasant Avenue and designated as Block 156, Lot 1 on the tax maps of the Township of West Orange (the “Property”). The Property is located within the Township’s R-2 zoning district. The Property is currently improved with an existing golf course, clubhouse, tennis courts, swimming pool, pool house and a number of other accessory structures. The Applicant is seeking minor site plan approval, along with variance relief, in connection with improvements to the pool house. The Applicant proposes to make a number of improvements to an existing pool house building including expansion of covered walkway, construction of an open air covered bar area with a grill area, expansion of existing patio, and construction of pergola with seating underneath. B. Reasons for Relief The Applicant respectfully submits that its proposed improvements will enhance the purposes of the Municipal Land Use Law, N.J.S.A. 40:55D-2, including: (g) to provide sufficient space in appropriate locations for a variety of agricultural, residential, recreational, commercial and industrial uses and open space, both public and private, according to their respective environmental requirements in order to meet the needs of all New Jersey citizens; and (i) to promote a desirable visual environment through creative development techniques and good civic design and arrangement. The Applicant also respectfully submits that the proposed improvements will not be substantially detrimental to the public good and will not substantially impair the intent of the zoning plan or zoning ordinance.
