The following deficiencies were noted: 0 Start Notice: Failure to submit required Start Notice to HEPSCD 48 hours prior to commencement of soil disturbing activities. © Construction Entrance(s) must be stabilized with additional crushed stone to prevent soil from being tracked onto adjacent roads by construction traffic. To be effective, the crushed stone pad should be a minimum of 50 feet long by 20 feet wide and 6 inches thick. o Sediment Barrier (Silt fence) must be (re)installed in all areas according to the certified SESC plan. To be effective, the bottom edge of the fabric should be trenched in four to six inches. o Accumulated soil must be removed from storm sewer inlets and/or streets must be swept. a Inlet Protection: Sediment control barriers (filter fabric and/or hay bales) must be installed/re-established at storm sewer inlets. Outlet Protection: Riprap needs to be installed at conduit outlet / swale / headwall. 0 Slope Protection: Slopes / embankments / detention basin must be top soiled, limed, fertilized & seeded to provide permanent / temporary vegetation. Hydroseeding and/or erosion control matting is recommended. o Temporary Seeding: Stockpiles / other exposed soil cannot remain exposed over 14 days. Apply seed and mulch cover to establish temporary vegetative cover. 0 Permanent Vegetative Cover: Exposed soil must be top soiled, limed, fertilized, seeded or sodded to provide permanent vegetative cover. 0 Off-Site Sediment Loss / Storm Water Damage: Repair damage off-site immediately and re-establish erosion control measures. \{ Limit of Disturbance: The approved limit of soil disturbance has been exceeded. The applicant or contractor must request a final inspection from HEPSCD to verify permanent site (landscaping & soil) stabilization according to the Standards for Soil Erosion and Sediment Control in NJ (N.J.A.C.290-1.1 et seq., promulgated pursuant to the NJ Soil Erosion and Sediment Control Act, Ch. 251 N.J.S.A.4-24-39 et seq. prior to seeking a temporary or permanent Certificate of Occupancy. The Soil Erosion and Sediment Control Act authorizes the issuance of stop work orders and penalties of up to $3000 per day for violations of the certified Soil Erosion & Sediment Control plan or for failure to comply with the aforementioned requirements.
