17-24 January 9, 2024 RESOLUTION WHEREAS, the Township of West Orange (the “Township”) administers an affordable housing program for qualified based on income eligibility consistent with the regulations promulgated by the Council on Affordable Housing and the Uniform Housing Affordability Controls, N.J.A.C. 5:80-26.1, et. seq. and N.J.A.C. 5:97, et. seq.; and WHEREAS, the Township adopted and enacted a Housing Element and Fair Share Affordable Housing Plan which included the proposed addition of 231 new, affordable family rental units between 2021 and 2025 to be included in inclusionary development; and WHEREAS, the Township requires the services of a professional and experienced affordable housing consulting firm with the required licenses and certifications to function as the Township’s Administrative Agent pursuant to N.J.A.C. 5:80- 26.14; and WHEREAS, Community Grants, Planning & Housing LLC also known as CGP&H LLC (“CGPH”) submitted a Proposal for Professional Services in response to a Request for Qualifications (the “RFQ”) for an Agreement for Administrative Agent Services for Affordable Housing (the “Contract”); and WHEREAS, the proposed Contract, annexed hereto as Exhibit “A,” sets forth the proposed rates from CGPH’s Proposal for Professional Services listed in the section captioned Detailed Cost Proposal whereby the total paid by the Township will not exceed $15,250 except for additional advisory services which shall be billed at a rate of $130 per hour, but shall be subject to the written authorization from the Township prior to any such additional advisory services for a term of one year. NOW, BE IT HEREBY RESOLVED, by the Township Council of the Township of West Orange that the Township authorizes the award and execution of the Contract with CGPH,

annexed hereto as Exhibit “A” for a term of one year to expire on December 31, 2024; and be it further RESOLVED that a copy of this resolution shall be available in the Clerk’s office in accordance with applicable law. 186-25 August 12, 2025 RESOLUTION APPOIN' G MUNICIPAL HOUSING LIA: IN WHEREAS, pursuant to P.L. 2024, c.2, the Township of West Orange (the “Township”) is required to appoint a Municipal Housing Liaison for the oversight of administration of the Township’s affordable housing program to enforce the requirements of the law and N.LA.C. 5:80-26.1 et. seq.; and WHEREAS, Chapter 25 Section 18.17 provides for the appointment of a Municipal Housing Liaison to administer the Township’s affordable housing program., and WHERAS, Chapter 25 Section 18.17 requires that the Municipal Housing Liaison shall be appointed with the approval of the governing body; and WHEREAS, the Municipal Housing Liaison is an uncompensated position; and WHEREAS, Geniece Gary-Adams and Peter F. Smeraldo Jr. have all required qualifications to hold the position as Municipal Housing Liaison; and NOW, BE IT HEREBY RESOLVED, that the Township Council of the Township of West Orange, does and hereby approves the appointment of Geniece Gary-Adams and/or Peter F.
