Tit 5, Ch 21 - RSIS • RSIS ADT limits developers' development size: • A Multiunit Cul-de-sac allows 1000 ADT, This application requires 2728 using RSIS factors, the existing 300 apartment units already use 1650 ADT plus the 72 single family homes contribute 727 more. • The total above is 5105 which exceeds what minor collector roads are limited to at 3500 ADT and the Multiunit Cul-de-sac limit of 1000 ADT. This traffic load is all on Oval Road and Eagle Rock Ave intersection. • Oval Road and Warner Roads are private, and those owners are not part of this application. • Since Warner Road owners are not part of this application then this application should not be considered on a road the applicants do not own. 13

Emergency Egress • Time to exit 1000 cars • Assume 5 mph • Minimum time if police control Oval Road onto Eagle Rock is estimated at 50 minutes but if cars are spread apart further than one every 20’ then 100 minutes is the high time. • An RSIS limited Cul-de-sac would exit in 10 to 20 minutes • The RSIS limits were developed to provide safety to residents. This application exceeds safety limits. 16
