Introduction In accordance with our proposal dated August 15, 2025, Colliers Engineering & Design, Inc. (CED), performed a subsurface exploration program for the proposed stormwater infiltration facilities in support of the proposed development located at 42 Eagle Ridge Way, Township of West Orange, Essex County, New Jersey. The program was undertaken to explore the infiltration characteristics of the soils at locations selected by the Site Civil Engineer. This report presents a summary of the data collected during CED’s field presence and the results of the performed in-situ infiltration tests. Available Information 1. Drawing titled, “Preliminary and Final Major Site Plan for 42 Eagle Ridge Way”, by Colliers Engineering & Design, dated October 18, 2024. Site and Project Description The project site is located at 42 Eagle Ridge Way, Township of West Orange, Essex County, New Jersey. The site is identified as Block 106, Lot 24.01 on the corresponding tax map. Eagle Ridge Way bounds the site towards Northwest. A residential development is located on the northeast side of the site. Wooded areas are located along the southeast and southwest sides of the side. The site is currently a vacant lot. Surface grades generally slope downward from El. 626± towards West to El. 612± towards East. We understand stormwater management facilities are proposed on the east side of the site. Stormwater Subsurface Exploration CED performed a subsurface exploration program consisting of two test pits, TP-101 and TP-102, within the footprint of the proposed stormwater management facilities. The test pits were performed at locations selected by the Site Civil Engineer and extended up to 6 ft below existing surface grades where bedrock was encountered. Our representative located the test pits based on existing site features and handheld GPS equipment. Drawing B-01-ELP presents the locations of the test pits. The test pits were performed by Grabowski Construction, Inc. of West Orange, New Jersey, on August 28, 2025, under a direct contract with the client. The test pits were performed under the continuous observation of CED representative, Mr. Francisco Sanchez-Dominici, PE. The test pits were backfilled upon completion. Subsurface Conditions Soil Stratification The site soils were exposed at the surface at the test pit locations. Soils encountered within the test pits generally

Soils encountered within the test pits generally consist of silt loam/silt clay loam, varying amounts of sand/gravel/boulders. The test pit logs are presented in Appendix A. Soils encountered were classified in the field in general accordance with the USDA Soil Classification System, a summary of which is presented in Appendix A. Photographs of the test pits are presented in Appendix B. General Groundwater Observations Groundwater conditions were not encountered within the test pits during the time of our onsite presence. Table 1 presents a summary of our observations. Groundwater observations noted above reflect the conditions at the time of our onsite presence. Note that groundwater levels can fluctuate with locations, seasonal changes, precipitation, nearby construction activities, foreign influences such as leakage into and out of utilities, and other factors. Pockets or seams of gravels, sands, silts, or open fractures and joints can store and transmit “perched” groundwater flow or seepage. Seasonal High Groundwater Table Evidence of seasonal high groundwater table was not encountered within the test pits. Table 1. N.D. * N.E.: Not Encountered ** N.D.: Not Detected In-situ Infiltration Testing A total of two in-situ infiltration tests were performed within the test pits at a depth of 3 ft below existing grades. The single ring infiltrometer tests were performed in accordance with Chapter 12 of the New Jersey BMP Manual. A summary of the performed single ring infiltrometer tests is presented in Table 2. Measured Field Intake Rate Appendix C presents the details of the infiltration tests and corresponding results. Table 2 presents a summary of these results.
