Carnevale, Hudson Engineering, LLC (HE) is working with the owners of 262-270 Main St, West Orange, NJ, 07052 (Block: 114 Lot: 50 & 55) (“Project Site”) to develop the necessary drawings and paperwork for application and permitting. We recently submitted a land use application to the Planning Board for the proposed development at the Project Site and were advised that an Environmental Impact Study (EIS), a Topographic Survey of a 200-foot radius outside the property, and a “Run Card” are required as part of the submission. We respectfully request a waiver of these requirements, as we believe the scope and context of the project do not warrant a full environmental assessment nor survey of neighboring properties. The existing site is entirely impervious, consisting of paved surfaces and developed infrastructure. As a result, the proposed work will not increase the total volume or rate of stormwater runoff. In fact, the project includes improvements such as the incorporation of landscape islands and a reduction in pavement slope, which will reduce both runoff volume and peak discharge rates compared to current conditions. Furthermore, according to the New Jersey Department of Environmental Protection’s interactive mapping tool, the subject property is not located within a designated wetlands area. A review of the FEMA Flood Insurance Rate Maps also indicates that the site does not fall within a designated Flood Hazard Zone. Lastly, no fire hydrants exist or are proposed within the property area. We are prepared to coordinate with the necessary Municipal Emergency Response Professionals to ensure compliance with any request from the Fire Chief. Given these factors, we believe the proposed development will have no adverse environmental impact and, in several respects, will improve site conditions.
