112-18 April 24, 2018 R E S O L U T I O N WHEREAS, the Township of West Orange requested proposals from five (5) architectural firms to provide professional services for improvements and upgrades to Fire Station No. 3 on Ridgeway Avenue, Fire Station No. 4 on Pleasant Valley Way and Fire Station No. 5 on Mt. Pleasant Avenue; and WHEREAS, the services of an architectural and engineering firm are required to provide the necessary upgrades to the three (3) fire stations; and WHEREAS, Mott MacDonald of Iselin, New Jersey and Herbst Musciano of Boonton, New Jersey responded to the Request for Proposal; and WHEREAS, both firms were responsive to the Township's Request for Proposal; and WHEREAS, Herbst Musciano, of Boonton, New Jersey submitted a proposal dated April 12, 2018 to provide professional services for improvements and upgrades to Fire Station No. 3 on Ridgway Avenue, Fire Station No. 4 on Pleasant Valley Way and Fire Station No. 5 on Mt. Pleasant Avenue for a fee not to exceed $111,938,00.; and WHEREAS, the fee proposal of Herbst Musciano was less than the fee proposal of Mott MacDonald which was $148,000; and WHEREAS, the proposal of Herbst Musciano is acceptable to the Municipal Engineer; and WHEREAS, sufficient funds exist for this work; and WHEREAS, the Township Council concurs in the foregoing. NOW THEREFORE BE IT RESOLVED, by the Township Council of the Township of West Orange that the Township be and hereby authorized to enter into a Professional Services Contract with Herbst Musciano, 611 Main Street, Second Floor, Boonton, New Jersey 07005 to

provide architectural, mechanical electrical and plumbing design services for the project known as the Improvements and Renovations to three West Orange Fire Stations for a fee not to exceed $111,938,00. BE IT FURTHER RESOLVED that a copy of this resolution be published in the West Orange Chronicle within 10 days of approval in accordance with N.J.S.A. 40A:11-5(1)(a)(i). Karen J. Carnevale, R.M.C.
