200-18 September 4, 2018 RESOLUTION WHEREAS, the Township of West Orange (the “Township”) is committed to fostering an increase in the prevalence of electric vehicles and the expansion of infrastructure for the use of electric vehicles to reduce global warming pollution and improve air quality in the Township, the State of New Jersey, and the United State of America; and WHEREAS, Electrify New Jersey is a coalition committed to transitioning the transportation system to promote the use of electric vehicles to capitalize on the significant environmental and economic benefits from electric vehicles; and WHEREAS, Electrify New Jersey has partnered with Jersey Renews, a state coalition promoting the transition to clean, renewable energy in the State of New Jersey, and ChargeEVC, a diverse electric vehicle coalition to develop a comprehensive framework to serve as a roadmap, titled New Jersey’s Clean Car Standards, to create a sustainable and growing electric vehicle market in New Jersey; and WHEREAS, New Jersey’s Clean Car Standards includes recommended goals and policy actions designed to: Expand public charging infrastructure; Foster greater affordability of EVs to increase adoption; Ensure sufficient private charging infrastructure; Ensure electrification solutions to reach all communities equitably; Ensure long term funding for the transportation trust fund; Build consumer awareness; and Support market development efforts; and WHEREAS, Governor Phil Murphy’s Environment and Energy Transition Advisory Committee’s January 1, 2018 recommendations already include electrifying the State of New Jersey’s transportation system as one of its top priorities; and
2 WHEREAS, expanding the use of electric vehicles will bring significant economic benefits, including lower electricity rates by recreating a more resilient and responsive electric grid and reduced vehicle operating costs, and substantial emission reductions that result in cleaner air for everyone; and WHEREAS, pending legislation exists with furthers the goals and policies articulated in New Jersey’s Clean Car Standards, including: (1) S2252/A3687 which improves the State’s transportation infrastructure to expand public charging stations; and (2) S2382/A3847 establishing a rebate for the purchase of electric vehicles to encourage the residents to purchase electric vehicles; and WHEREAS, a template for a proposed letter to Governor Phil Murphy is annexed hereto as Exhibit “A” expressing the Township’s support of both New Jersey’s Clean Car Standards, and the pending legislation referenced in this resolution. NOW THEREFORE, BE IT RESOLVED BY THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF WEST ORANGE, that the Township hereby supports the implementation of New Jersey’s Clean Car Standards and the State of New Jersey’s ability to adopt stronger safeguards to protect the health of New Jersey citizens above and beyond the federal standards; and be it further RESOLVED, that the Township opposes efforts all efforts by the federal government to weaken clean air and emission standards or otherwise usurp local control to protect the residents of the State of New Jersey and the Township from air pollution from the transportation sector; and be if further RESOLVED, that the Township authorizes the Mayor to execute the letter to Governor Phil Murphy annexed hereto as Exhibit “A” expressing the Township’s support of New Jersey’s Clean Car Standards and the pending legislation referenced in this resolution; and be if further
3 RESOLVED, the Township Clerk is directed to send a copy of this Resolution with the executed letter to Governor Phil Murphy; New Jersey State Senate Stephen M. Sweeney; and the Speaker of the New Jersey Assembly Craig Coughlin; and be it further RESOLVED, that a copy of this Resolution shall be made available in the Clerk’s office in accordance with applicable law. ________________________________ Karen J.
