74-13 April 9, 2013 RESOLUTION AUTHORIZING COMPETITIVE CONTRACTING For EMERGENCY TRANSPORT THIRD PARTY BILLING SERVICES WHEREAS, the Township of West Orange (the “Township”) requires the need to secure a company to administer third party billing services for the West Orange Fire Department emergency transport; and WHEREAS, the Local Public Contracts Law has established a procedure for the award of contracts by competitive contracting in lieu of public bidding wherein proposals are evaluated and ranked in a methodology by scoring of categories in technical, management and cost related criteria; and WHEREAS, N.J.S.A. 40A:11-4.1(b)(3) of the Local Public Contracts Law authorizes the use of competitive contracting in lieu of public bidding for the hiring of an entity for the purpose of the operation, management or administration of data processing services; and WHEREAS, the Township’s Chief Financial Officer has determined that administering third party billing for the West Orange Fire Department constitutes the operation, management or administration of data processing services consistent with the referenced provision of the Local Public Contracts Law; and WHEREAS, pursuant to N.J.S.A. 40A:11-4.3 a resolution of the governing body is required to authorize the use of competitive contracting each time specialized goods or services a re desired to be contracted. NOW HEREBY BE IT RESOLVED, by the Council of the Township of West Orange, that the Township is authorized to initiate the competitive contracting process for the award of the contract for third party billing services for the West Orange Fire Department emergency transport consistent with the requirements of N.J.S.A. 40A:11-4.4 of the Local Public Contracts Law.
