22-19 January 22, 2019 RESOLUTION WHEREAS, on November 27, 2018, the Township Council adopted Resolution 266-18 which authorized the Township of West Orange Planning Board to undertaking a preliminary investigation as to whether the property at Block 68, Lot 1 (the “Property”) meets the criteria of an area in need of redevelopment (the “Initial Resolution”); and WHEREAS, on January 8, 2019, the Township Council adopted Resolution 12-19 amending the Initial Resolution to clarify the scope of the study area; and WHEREAS, the study area includes the West Orange Public Library (the “Library”); and WHEREAS, the Township requires the assistance of an engineering firm to determine the cost and feasibility of acquiring the 10 Rooney Circle location, specifically to evaluate the existing mechanical and electrical systems to determine if those systems meet the potential municipal uses; and WHEREAS, Shine Engineering, P.A. with offices at 6 Renshaw Drive in Montville, NJ 07045 (“Shine”) has provided a professional services proposal, annexed hereto as Exhibit “A” (the “Proposal”) whereby Shine will evaluate the mechanical and electrical systems, including the HVAC System, shafts and core, electrical service and capacity, plumbing systems, electric heat pump units, at 10 Rooney Circle to identify the lifespan of those systems and estimated costs to fix or alter the systems to meet any potential uses; and WHEREAS, Shine’s proposal provides that it will complete the evaluation and reports within a period of thirty (30) days of authorization to proceed; and
WHEREAS, the Proposal provides that Shine will perform these services at a flat rate of $8,000 which falls below the bid threshold and is otherwise exempt under Professional Services exemption of the Local Public Contracts Law. NOW, BE IT HEREBY RESOLVED BY THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF WEST ORANGE that the Township is authorized to retain Shine pursuant to the Proposal annexed hereto as Exhibit “A;” and be it further RESOLVED, that the Mayor is authorized to execute the Proposal submitted by Shine annexed hereto as Exhibit “A” on behalf of the Township.
