111-13 May 21, 2013 RESOLUTION WHEREAS, the Township of West Orange has 828 Tax Appeals filed to date which will result in the Township having to appear before the County Tax Board and New Jersey Tax Court, and WHEREAS, the services of a professional Appraisal Firm will be necessary to represent the Township’s interests, and WHEREAS, the Township of West Orange has building permits that require inspections and calculations for Added and Omitted Assessments and the appeals for these assessments need to be defended before the County Tax Board, and WHEREAS, the firm Appraisal Systems, Inc. of 110 South Jefferson Road, Whippany, New Jersey responded to the Request for Qualifications the Township advertised for on April 27, 2013; and WHEREAS, Appraisal Systems, Inc. is qualified to perform these services and their fee schedule conforms to their response to the Township’s request for Professional Services; and WHEREAS, the Township Tax Assessor reviewed the proposal of Appraisal Systems, Inc. and their fee schedule and recommends a contract be awarded to Appraisal Systems Inc. in an amount not to exceed $60,000.00; and WHEREAS, the Township Council concurs in the foregoing. NOW, THEREFORE BE IT RESOLVED by the Township Council of the Township of West Orange that a professional services contract is awarded to the firm Appraisal Systems, Inc. of 110 South Jefferson Road, Whippany, New Jersey to provide Tax Appeals services in accordance with their proposal received May 8, 2013. BE IT FURTHER RESOLVED that a copy of this resolution be published in the West Orange Chronicle as required by law within ten (10) days of its passage. Karen J.
