21-21 Authorizing Interlocal Services Agreement with the Town of Dover re Financial Services 1.26.21.pdf

21-21 January 26, 2021 RESOLUTION WHEREAS, N.J.S.A. 40:8A-1, et seq. permits interlocal services agreements between government entities and encourages government entities to enter into contracts for the joint provision of services within their jurisdiction; and WHEREAS, the Town of Dover (“Dover”) does not currently have a chief financial officer; and WHEREAS, the current Chief Financial Officer for the Township of West Orange (“Township”), John Gross, possesses the requisite certification, skill and knowledge to perform such services; and WHEREAS, Dover has requested that the Township permit Mr. Gross to provide certain CFO duties to Dover; and WHEREAS, Dover has approved the Interlocal Services Agreement (“Agreement”) annexed hereto as Exhibit “A”; and WHEREAS, pursuant to the Agreement, Dover shall pay the Township the sum of $65,000 per annum with certain increases in the amount of two (2%) percent per annum for the length of this Agreement; and WHEREAS, from the Dover stipend, the Township shall increase the CFO’s salary by $40,000 per annum and keep the balance for administrative services; and WHEREAS, Mr. Gross has indicated he will ensure that all of his responsibilities to the Township will continue to be performed diligently and without any sacrifice or compromise as a result of the proposed Agreement; and

2 4851-9179-6184, v. 1 NOW, BE IT HEREBY RESOLVED, by the Township Council of the Township of West Orange that the Mayor be and is hereby authorized to enter into the Interlocal Services Agreement with the Town of Dover, annexed hereto as Exhibit “A”, and the Municipal Clerk be and is hereby authorized to attest to the Mayor’s signature; and BE IT FURTHER RESOLVED that a copy of this Resolution and Interlocal Services Agreement shall be made available in the Municipal Clerk’s Office and provided to the Division of Local Government Services in the Department of Community Affairs.
