167-13 August 20, 2013 RESOLUTION AUTHORIZING COMPETITIVE CONTRACTING PROCESS FOR BASIC LIFE SUPPORT SERVICE COMPANY This resolution will allow the Township to prepare a request for proposal in which the competitive contracting methodology will be used according to State Statute. The proposal will be prepared with the ranking of criteria so an award can be made based on multiple factors. WHEREAS, the Township is seeking to secure a contract with a company that can supply Basic Life Support Ambulance Services in response to the Township’s 911 Emergency Police Dispatch Communication Center; and WHEREAS, the cost of these services will exceed the Township bid threshold; and WHEREAS, under the Local Public Contracts Law N.J.S.A. 40A:11-4.1 competitive contracting may be used by local contracting units in lieu of the standard public bidding process for procurement of specialized goods and services where the price exceeds the bid threshold; and WHEREAS, the Township meets the criteria of Local Public Contracts Law N.J.S.A. 40a:11-4.1.3 which allows the use of a methodology to rank and evaluate proposals received to not only secure the best price but the best service to suit the Townships needs. NOW HEREBY BE IT RESOLVED, by the Council of the Township of West Orange, that Competitive Contract Process shall be initiated for the purpose of receiving proposals for our payroll processing services and implemented by the Purchasing Agent, Business Administrator, and the Chief Financial Officer according to the local public contracts law.
