35-22 Authorizing Extension of Agreement for Affordable Housing Administrative Services with CGPH - 2022.pdf

35-22 February 15, 2022 RESOLUTION WHEREAS, the Township of West Orange (the “Township”) administers an affordable housing program for qualified based on income eligibility consistent with the regulations promulgated by the Council on Affordable Housing and the Uniform Housing Affordability Controls, N.J.A.C. 5:80-26.1, et. seq. and N.J.A.C. 5:97, et. seq.; and WHEREAS, the Township adopted and enacted a Housing Element and Fair Share Affordable Housing Plan which included the proposed addition of 231 new, affordable family rental units between 2021 and 2025 to be included in inclusionary development; and WHEREAS, the Township requires the services of a professional and experienced affordable housing consulting firm to function as the Township’s Administrative Agent pursuant to N.J.A.C. 5:80- 26.14; and WHEREAS, following the issuance and advertisement of a Request for Proposal and the evaluation and scoring of proposals submitted in response to the Request for Proposal, on January 26, 2021, the Township Council adopted Resolution 14-21 which authorized the award of a Contract for Administrative Agent Services for Affordable Housing to Community Grants, Planning & Housing (“CGPH”); and WHEREAS, the Contract for Administrative Agent Services for Affordable Housing (the “Contract”), annexed hereto as Exhibit “A” retained CGPH for a term of one year with an option to renew for an additional one-year term; and WHEREAS, the Township seeks to renew the Contract with CGPH for an additional one-year term to expire on December 31, 2022. NOW, BE IT HEREBY RESOLVED, by the Township Council of the Township of West Orange that the Township authorizes the extension of the Contract with CGPH, annexed

hereto as Exhibit “A” for an additional term of one year to expire on December 31, 2022; and be it further RESOLVED, that the Township Purchasing Agent is authorized to send a copy of this resolution to CGPH for their records to confirm the extension of the Contract; and be it further RESOLVED that a copy of this resolution shall be available in the Clerk’s office in accordance with applicable law.
