i AFFORDABLE HOUSING ADMINISTRATIVE AGENT SERVICES 6. DETAILED COST PROPOSAL CGP&H will provide Township of West Orange with professional services for the purposes described in this proposal. CGP&H will only bill for services performed, and therefore, the actual amount billed may be considerably less than the budgets presented in the tables below depending on the breadth of services requested by West Orange. Our staff can attend the required maximum of seven (7) meetings at the maximum two hours each during typical business hours. Our firm will bill the township hourly at the rate and not to exceed amount in the i Cost Proposal for the time spent during the meetings. We will not charge travel expenses of staff that are attending the meetings. As electronic communications (phone/email) between our staff and the township ; will require our professional time and expertise, the time spent communicating will be billed hourly at the rate and not to exceed budget amount in the Cost Proposal. ! i ADMINISTRATIVE AGENT GENERAL SERVICES paid by West Orange 1. Initial Program Setup (First Year Only) Not-to-exceed $1,500 in year one billed hourly at a rate of $130 per hour for senior staff and $85 per hour for all other : staff. This fee will not reoccur in subsequent years 2. Day-to-Day Administrative Agent Not to exceed $13,750 billed at an hourly rate of $130 Services per hour for senior staff, and $85 per hour for all other staff 3. Additional Advisory Services as Billed hourly at a rate of $130 per hour for senior Staff and requested by the Township $85 per hour for all other staff. Total Paid by West Orange Not-to-exceed $15,250 in the first contract year 1. initial Program Setup (First Year Only): This includes but is not limited to creating an administrative agent operating manual, and creation of or revisions to a municipal Affirmative Marketing Plan, and any other activities related to the transition from the Township's current Affordable Housing Professional to CGP&H. 2. Day-to-Day Administrative Agent Services: This includes updating the Administrative Agent Operating Manual, and Affirmative Marketing Plan, if required, responding to general affordable housing inquiries, affirmative marketing, foreclosure prevention activities, attending required meetings, communications via phone and email, and annual mailings to homeowners as well.as preparing intent-to-sel! packages and trust fund monitoring and annual unit monitoring reports. It also includes advising West Orange on affordable housing requirements for new developments. ^CGBHU

Additional Advisory Services as requested by the Township: These include special projects outside the scope of general administration including, but not limited to trust fund monitoring, mid-point review, and CTM entry of trust fund or unit information, group home research to document !■ creditworthiness, conducting and communicating regarding group home research, or other special projects such as extension of controls or implementing an affordability assistance program. CGP&H will not bill for any time under these services without written authorization from the Township. AFFORDABILITY ASSISTANCE PROGRAM SERVICES 1. Affordability Assistance Program CGP&H will charge a flat fee of $250 for each first Services month's rent program application. CGP&H will charge a flat fee of $400 for each down payment assistance program application. For all other services related to affordability assistance programs, CGP&H will bill hourly at $130 per hour for senior staff, and $85 per hour for all other staff. 1. Affordability Assistance Program Services: This includes, but is not limited to, working with the Municipality's representatives to review and select affordability assistance programs and then prepare the Affordability Assistance manual which may include different affordability assistance programs. Once programs are selected and manuals written and approved, administration of these affordability assistance programs includes soliciting applications, distributing and processing applications, and income certifying applicants.
