178-13 September 17, 2013 RESOLUTION WHEREAS, the Township of West Orange, Essex County, State of New Jersey has solicited informal quotations in conjunction with the proposed selection of a prescription drug insurance provider, and WHEREAS, the Township of West Orange reviewed the proposals and the guarantee of benefits remaining the same as under the Township’s current program; and WHEREAS, the contract for insurance constitutes an enumerated exception under N.J.S.A. 40A:11-5(1)(m) of the local Public Contracts Law; and WHEREAS, the Township of West Orange solicited proposals from multiple vendors; and WHEREAS, the Township of West Orange received six (6) proposals from multiple vendors; and WHEREAS, the Township of West Orange received five (5) of the six (6) proposals from multiple vendors provided equal coverage and one (1) provided additional coverage; and WHEREAS, the Township of West Orange does not want to change the coverage for prescription drugs for its employees and retirees; and WHEREAS, the cost of prescription drug benefits in the five (5) proposals with equal coverage ranged in price which represents a 0% to 10% increase in the cost for prescription drug insurance for the ensuing 12 months; and WHEREAS, the Township of West Orange determined that Benecard Services, Inc.’s proposal represented a zero (0%) increase in prescription drug costs; NOW, BE IT HEREBY RESOLVED, this 17th day of September by the Township of West Orange that the Township of West Orange selects Benecard Services, Inc. as its prescription drug insurance provider effective November 1, 2013 through October 31, 2014 in accordance with the proposal; and
BE IT FURTHER RESOLVED, that the Township Council of the Township of West Orange authorizes and directs the Business Administrator to execute any and all necessary documents in order to implement the intent of this resolution; and it is further BE IT FURTHER RESOLVED, that the Township of West Orange recognizes Fairview Insurance Agency as Broker of Record for Benecard Services, Inc.. BE IT FURTHER RESOLVED, that the Township of West Orange will publish a notice of the award of this contract and other such required actions, in compliance with the New Jersey’s Local Public Contracts Law (LPCL), N.J.S.A. 40A:11-1 et seq.
