179-13 September 17, 2013 RESOLUTION WHEREAS, the Township of West Orange, Essex County, State of New Jersey has solicited informal quotations in conjunction with the proposed selection of a dental insurance provider, and WHEREAS, the Township of West Orange reviewed the proposals and the guarantee of benefits remaining the same as under the Township’s current program; and WHEREAS, the contract for insurance constitutes an enumerated exception under N.J.S.A. 40A:11-5(1)(m) of the local Public Contracts Law; and WHEREAS, the Township of West Orange solicited proposals from multiple vendors; and WHEREAS, the Township of West Orange received four (4) proposals from multiple vendors; and WHEREAS, the Township of West Orange determined that one proposal, Delta Dental’s, proposal represents a 4.99% increase in dental insurance coverage; and WHEREAS, the Township of West Orange determined that the other three proposals represented premium changes from a 3.81% increase in dental insurance coverage to a 0.40% decrease; and WHEREAS, the Township of West Orange received one (1) of the four (4) proposals from Delta Dental which provides equal coverage, and provides access to dental professionals for 100% of the Township’s employees current dental providers; and WHEREAS, the Township of West Orange three (3) of the four (4) proposals from multiple vendors provided equal coverage, but limited access to dental professionals to 47% or less than the Township’s employees current dental providers; and WHEREAS, the Township of West Orange does not want to limit access to dental professionals to 47% or less than the Township’s employees current dental providers; and NOW, BE IT HEREBY RESOLVED, this 17th day of September by the Township of West Orange that the Township of West Orange selects Delta Dental as its dental insurance provider effective November 1, 2013 through December 31, 2014 in accordance with the proposal; and

BE IT FURTHER RESOLVED, that the Township Council of the Township of West Orange authorizes and directs the Business Administrator to execute any and all necessary documents in order to implement the intent of this resolution; and it is further BE IT FURTHER RESOLVED, that the Township of West Orange recognizes Fairview Insurance Agency as Broker of Record for Delta Dental, Inc.. BE IT FURTHER RESOLVED, that the Township of West Orange will publish a notice of the award of this contract and other such required actions, in compliance with the New Jersey’s Local Public Contracts Law (LPCL), N.J.S.A. 40A:11-1 et seq.
