119-22 April 26, 2022 RESOLUTION WHEREAS, on February 8, 2022, the Township of West Orange (the “Township”) advertised notice of a Request for Proposal for a proposed contract for Network Managed Services, also known as IT Services (the “RFP”) pursuant to Resolution #125-15 adopted on April 28, 2015 authorizing the use of competitive contracting; and WHEREAS, on or before the due date and time, March 11, 2022 at 11:00 a.m., the Township received proposals in response to the RFP; and WHEREAS, one of the proposals submitted, that by Quikteks, was not responsive in that it failed to submit a mandatory item, acknowledgment of receipt of an addendum, requiring rejection pursuant to N.J.S.A. 40A:11-23.2, and WHEREAS, the price rates set forth in all of the proposals submitted in response to the RFP substantially exceed the budgeted amount for the proposed contract for Network Managed Services, permitting rejection of all of the bids submitted pursuant to N.J.S.A. 40A:11-13.2(b), NOW, THEREFORE, BE IT AND IT HEREBY IS RESOLVED by the Township Council of the Township of West Orange, in the County of Essex, New Jersey, that the proposals submitted in response to the Township’s RFP for Network Managed Services, also known as IT Services, be rejected pursuant to N.J.S.A. 40A:11-13.2(b) of the Local Public Contracts Law; and be it further RESOLVED, that the Township is hereby authorized to readvertise a new RFP for the proposed contract for Network Managed Services, also known as IT Services.
