141-22 May 24, 2022 RESOLUTION WHEREAS, the Township has authorized the issuance of bonds with regard to the library redevelopment project at 10 Rooney Circle in the Township (“New Library”); and WHEREAS, the Township has been the successful recipient of Library Bond Grant Funds from the State of New Jersey; and WHEREAS, the Library Board and its Executive Director have been working closely with the Township concerning the New Library (“New Library Project”); and WHEREAS, Arcari Iovino, AIA, PP, LEED of Little Ferry, New Jersey is serving as the architect with regard to the New Library Project (“Architect”); and WHEREAS, the Architect designed the bid specifications with regard to the New Library Project; and WHEREAS, on January 14, 2022, the Township issued the bid specifications for the New Library Project; and WHEREAS, on March 10, 2022, the Township received ten (10) initial bids for the New Library Project; and WHEREAS, the Architect recommended a rebid be conducted; and WHEREAS, the Chief Financial Officer concurred with the Architect after conferring with the Library Board Attorney, the Township Attorney and the Township Engineer; and WHEREAS, on April 26, 2022, the Township Council adopted Resolution No. 106-22 rejecting the initial bids and authorizing a re-bid for the New Library Project; and WHEREAS, on May 12, 2022, the Township received seventeen (17) new bids for the New Library Project; and

4828-3398-4998, v. 1 WHEREAS, on May 16, 2022, Arcari & Iovino Architects PC evaluated the bids and issued a report which recommends that H&S Construction & Mechanical be awarded the contract based upon its lowest responsible bid of $4,846,000 plus Alternate #1 at $229,000 for a total of $5,075,000 which report is annexed hereto (“Architect Report”); NOW, BE IT HEREBY RESOLVED, by the Township Council of the Township of West Orange awards the New Library Project to H&S Construction & Mechanical for $5,075,000 subject to the terms and conditions of the bid specifications.
