158-22 June 14, 2022 RESOLUTION WHEREAS, gun violence and gun related crime constitutes a grave public concern that affects the public health and safety of people throughout the United States and the State of New Jersey; and WHEREAS, according to the most recent statistics compiled by the Center for Disease Control and Prevention there were 478 firearm deaths in the State of New Jersey in 2017; 485 firearm deaths in the State of New Jersey in 2016; 475 firearm deaths in the State of New Jersey in 2015; and 468 firearm deaths in the State of New Jersey in 2014; and WHEREAS, the New Jersey State Assembly passed six (6) bills to strengthen gun control laws in the State of New Jersey (the “Gun Control Legislation”); and WHEREAS, the Gun Safety Reform Package includes (i) Assembly Bill A993/ Senate Bill 2506 which would strengthen New Jersey’s firearm purchase permit system to include requiring training; (ii) Assembly Bill A2216/Senate Bill 1462 which would help investigate and prevent gun crimes by requiring microstamping technology; (iii) Assembly Bill A1765/Senate Bill1893 which would allow the Attorney General to bring a cause of action for certain public nuisance violations arising from the sale of marketing of firearms; (iv) Assembly Bill A1302 which regulates the sale of handgun ammunition and develops system for electronic reporting of firearm information; (v) Assembly Bill A509/ Senate Bill 504 which raises the minimum age to purchase rifles and shotguns to 21; (vi) Assembly Bill A2215 which encourages secure storage to safeguard children from rising incidents of firearm suicide; (vii) Assembly Bill S1416 which prohibits the possession of weapons that can fire .50 caliber cartridges; and (viii) Assembly Bill A1179/Senate Bill 1204 which requires all new firearm residents of New Jersey to apply for a Firearms Purchase Identification Card (FPIC); and WHEREAS, the Gun Safety Reform Package is now before the New Jersey State Senate for consideration; and WHEREAS, the Township seeks to support the passage and adoption of the Gun Safety Reform Package into law.

2 NOW THEREFORE, BE IT RESOLVED BY THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF WEST ORANGE, that the Township hereby urges New Jersey State Senate to pass and adopt the Gun Safety Reform Package; and be it further RESOLVED, that the Township also urges Governor Phil Murphy to sign into law the Gun Safety Reform Package as soon as possible; and be it further RESOLVED, the Township Clerk is directed to send a copy of this Resolution to New Jersey State Senator and former Governor Richard Codey, New Jersey State Assemblywoman Mila Jasey, New Jersey State Assemblyman John F. McKeon, and Governor Phil Murphy; and be it further RESOLVED, that a copy of this Resolution shall be made available in the Clerk’s office in accordance with applicable law. Karen J.
