224-22 September 6, 2022 RESOLUTION WHEREAS, ED Arborists and Foresters of 976 Old School House Road, Blairstown, NJ 07825 responded to the Township of West Orange’s Request for Qualifications pursuant to a fair and open process for Professional Consulting Services requesting a NJ Licensed Tree Expert (NJLTE) for Township’s Urban Tree Inventory in the rights of way along the Township’s Street Network; and WHEREAS, the Township’s Tree Consultant shall conduct at a minimum a Level 2 Basic Tree Risk Assessment in accordance with the International Society of Arboriculture’s (ISA) Best Management Practices for Tree Risk Assessment and/or ANSI A300 Tree Risk Assessment Standard for all of the trees within the 200 miles of curb in the right of way along the Township’s Street Network; and WHEREAS, this project is partially funded with the New Jersey Department of Environmental Protection Grant for FY 2022 in the amount of $45,500 annexed hereto as Exhibit “A”; and WHEREAS, the Township has approximately 10,000 shade trees in the right of way along Township’s Street Network; and WHEREAS, Evan Dilluvio, Proprietor of ED Arborists and Foresters, is a NJ Licensed Tree Expert with NJLTE #504 submitted a fee to perform Urban Tree Inventory at a rate of $5.25 per tree; and WHEREAS, ED Arborists and Foresters agrees to provide Professional Consulting Services for the Township’s Urban Tree Inventory for the remainder of the calendar year 2022 and to complete all project requirements and deliverables by July 2023, pursuant to the terms and conditions set forth in the Request for Qualifications for Professional Services annexed hereto as

Exhibit “B” for Township’s Urban Tree Inventory in the rights of way along the Township’s Street Network. NOW, BE IT HEREBY RESOLVED, by the Township Council of the Township of West Orange, New Jersey that Professional Consulting Services requesting a NJ Licensed Tree Expert (NJLTE) for Township’s Urban Tree Inventory in the rights of way along the Township’s Street Network be awarded to ED Arborists and Foresters in the amount of $52,500.00 BE IT FURTHER RESOLVED that a copy of this Resolution be published in the West Orange Chronicle within ten (10) days of its approval as required by State Statute.
