204-13 October 29, 2013 RESOLUTION To authorize the purchase of Live Scan fingerprint machine for the West Orange Police Department by a State Contract Vendor with approved Forfeiture Funds . WHEREAS, all jurisdictions within Essex County have received instructions from the Essex County Prosecutor’s Office (E.C.P.O.) that there exists a state mandate to upgrade current livescan fingerprint machines so that they are DNA complaint; and WHEREAS , the age of the Township’s current fingerprint equipment and software license is not compatible with current standards and will have to be replaced in order to be compliant with State mandates; and WHEREAS , the Township of West Orange Police Department has approved funds through the E.C.P.O., as a Law Enforcement Agency, to purchase a Live Scan System Cabinet, Live Scan Station Application Software License, Maintenance, and printer; and WHEREAS , the Township of West Orange as a contracting unit may, without advertising for bids, purchase any materials, supplies or equipment under any contract or contracts for such materials, supplies or equipment entered into on behalf of the State by the Division of Purchase and Property in the Department of the Treasury pursuant to the provision of N.J.S.A. 40A: ll-12, and WHEREAS, the State Contract vendor MorphoTrak Safran Group located at 1250 North Tustin Ave., Anaheim, Ca 92807 under contract # G9002-A81520 shall supply this equipment to the Township in the amount of $43,620.00. NOW, THEREFORE BE IT RESOLVED , by the Municipal Council of the Township of West Orange hereby authorized the Purchasing Agent to acquire Live Scan fingerprint equipment from MorphoTrak Safran Group with funds certified available from the Chief Financial Officer.
