48-24 January 23, 2024 RESOLUTION WHEREAS, on January 16, 2024, the Township of West Orange (the “Township”) received a proposal from Matrix New World Engineering, Land Surveying, and Landscape Architecture, P.C. (“Matrix”) to perform concrete testing and sampling at 4-10 Central Avenue Block 9, Lot 32, West Orange, New Jersey 07052; WHEREAS, the scope of work to be completed by Matrix includes concrete sampling and testing in accordance with the Site Remediation Reform Act (SRRA), N.J.S.A. 58:10C-1 er seq., the Administrative Requirements for the Remediation of Contaminated Sites (ARRCS), N.J.A.C. 7:26C, Technical Requirements for Site Remediation (TRSR), N.J.A.C. 7:26E, New Jersey Department of Environmental Protection (NJDEP) Guidance for Characterization of Concrete and Clean Material Certification for Recycling (January 12, 2010), NJDEP Fill Material Guidance for SRP Sites (April 2015, Version 3.0), NJDEP Field Sampling Procedures Manual, and any other applicable NJDEP Guidance Document; and NOW, BE IT HEREBY RESOLVED BY THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF WEST ORANGE, that the Township accepts the proposal from Matrix attached herein as Exhibit “A” at the estimated cost of $59,470 to complete the scope of work.
