54-24 February 13, 2024 R E S O L U T I O N WHEREAS, on January 15th, 2024, a long duration snow and ice storm was predicted to begin in the late evening; and WHEREAS, the Public Works Department along with our contractors were ask to report to work at 8:30pm, January 15th, 2024; and WHEREAS, the storm consisted of approximately 2 inches of snow for 10 hours and a half to three quarters ice buildup for twelve hours; and WHEREAS, the ice buildup was mid-morning on the 16th of January until the storm stopped late that evening; and WHEREAS, to keep the roads safe though the afternoon rush hour, making sure school buses, shuttle service and motorist were safe, the road crews worked diligently for over 24 hours, which out of necessity depleted our road salt supplies; and WHEREAS, pursuant to the Local Public Contracts Law, Emergency Contracts, N.J.S.A. 40A:11.6a the Acting Public Works Director on January 16th, 2024, in the late evening, after calls to our suppliers and neighboring towns to borrow salt, notified the Administration and Purchasing Agent, that we need to purchase salt from an alternate supplier; and WHEREAS, the Acting Public Works Director by letter dated January 19, 2024, recommends paying the costs of this emergency work; and WHEREAS, sufficient funds exist for this work; and WHEREAS, the Township Council concurs in the foregoing. NOW THEREFORE BE IT RESOLVED by the Township Council of the Township of West Orange that an emergency appropriation in an amount not to exceed $36,267.30 without authorization is authorized to American Asphalt and Trucking for emergency purchase and delivery of 300 tons of road salt. BE IT FURTHER RESOLVED that this work was performed pursuant to the provisions of the Local Public Contracts Law, Emergency Contracts, N.J.S.A. 40A:11-6 as the work was required to protect public health and welfare.
