65-24 February 13, 2024 RESOLUTION AUTHORING THE REJECTION OF THE ELEVEN BIDS RECEIVED FOR JANITORIAL MAINTENANCE SERVICES AND APPROVAL OF TEMPORARY EXTENSION OF CURRENT CONTRACT WITH ONE TOTAL CLEANING SERVICES LLC AT NEW RATE WHEREAS, the Township of West Orange (the “Township”) issued a Request for Bid Proposal for the award of a Contract for Janitorial Maintenance Services (the “Agreement” or the “Contract”) at several municipal buildings including West Orange Town Hall, West Orange Police Building, West Orange Senior Health Center, Department of Public Works/Engineering, Department of Recreation, West Orange Police Valley Road, and West Orange Police Washington Street Sub Station; and WHEREAS, eleven (11) sealed bids were received and opened by the Township on November 28,2023; and WHEREAS, on December 13, 2023 a resolution awarding the Contract was presented to the Township Council but the Township Council requested that the bid specifications be modified, and WHEREAS, based on the need to extend the current Contract with One Total Cleaning Services, LLC (“One Total”) to perform the services pending the Township’s modifications of the bid specifications and the re-bid of the Contract pursuant to N.J.S.A. 40A:11-15, and WHEREAS, One Total has agreed to provide the services at the rate of $5,168.69 pursuant to an extension agreement, annexed hereto as Exhibit “A” (the “Extension Agreement”); and

NOW LET IT BE RESOLVED, by the Council of the Township of West Orange that all bids received on November 28, 2023 for Janitorial Maintenance Services be hereby are REJECTED pursuant to N.J.S.A. 40A:11-13.2(d); and be it further RESOLVED, by the Council of the Township of West Orange that the Township enter into the Extension Agreement annexed hereto as Exhibit “A” pursuant to N.J.S.A. 40A:11-15; and be it further RESOLVED, by the Council of the Township of West Orange, that the Mayor be and hereby is authorized to execute the Extension Agreement on behalf of the Township and the Municipal Clerk be and hereby is authorized to attest to the Mayor’s signature.
